The Bureau of Central Services, Financial Management Division currently has a job opportunity for a Fiscal/Administrative Manager 1 {BU}. This position will report to a Fiscal/Administrative Manager 2 and will be responsible for management of the full range of functions within the Department's Financial Management Division.  This position will assist in the management of the budget preparation and submission, accounting and financial reporting and revenue and expenditure analysis.  The manager will coordinate program goals and objectives with program offices and act as liaison to our internal stakeholders. The individual will evaluate staff and develop work and training plans. The individual will manage internal financial software and its interface with Core-CT and other federal reporting software. The incumbent will be have direct oversight of asset management and inventory control responsibilities.  The agency is tasked with the management of over 35,000 assets and controllable items dispersed geographically throughout the state with in excess of 200 responsible asset management (AM) units.The position will be instrumental in coordinating and developing an internal audit workgroup and function insuring compliance with a regulatory and statutory requirements.

This position is full-time, 40 hours per week, Monday – Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on the development of  policies and standards; interprets and administers pertinent laws; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; coordinates fiscal functions including budget preparation and management, accounting and financial reporting and analysis; assists in planning and implementation of financial aspects of EDP systems; utilizes EDP systems for financial records, reports and analyses; prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation; supervises and coordinates a variety of administrative functions such as grant administration, payroll, purchasing and contract administration; in addition to supervising fiscal/administrative functions may supervise support services; in a facility, in addition to the above, may insure conformance with related standards of TJC, OSHA, Environmental Protection and other regulatory agencies; performs related duties as required.

Duties specific to this position include:

The position will assist in the development and management of the Agency's Capital Budget across sixteen programs and an unallocated authorization balance of over $600M beginning the current fiscal year.  This critical position will coordinate bond related procurements on behalf of the Office of Policy and Management for STEAP, Urban Act and Special Act Projects. The position will be directly responsible for ensuring compliance with federal and state statutes and regulations, management of appropriated fund budgets and audits, managing procurements, coordination and contract compliance. In addition to these roles, the individual will manage financial compliance and reporting of $8B Public Utility Control receipts and its integration into new docket E-Filing software. The individual will manage the annual PUC Budget Assessment and financial oversight of all Energy related programs including APO responsibilities for Siting Counsel and Consumer Council. They will be required to integrate existing and new energy programs into a complex Agency budget structure using management and fiscal tools.  

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to understand and apply relevant state and federal laws, statutes and regulations; considerable ability in preparation and analysis of financial and statistical reports; ability to analyze budgetary and related problems; ability to utilize EDP systems for financial management.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been supervising professional level staff.
Note: For state employees this is the level of Budget Specialist or Fiscal/Administrative Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The successful candidate will possess:                                                                       

• Experience in being collaborative with verbal and written communication skills and be able to communicate effectively across all levels of the organization in a clear and concise manner;

 • Demonstrated ability to read, interpret and understand written material; especially financial and operational documentation, including financial statements and reports, investments, policies and procedures;

• Experience developing program goals, procedural guidance and training documents for direct reports and other agency personal;

• Experience in utilizing Core-CT General Ledger data & Microsoft Office to prepare work product and presentations by effectively using the functions included to sort, analyze and present information in the development of budgets, annual GAAP reports and draft responses to audit findings;

• Demonstrated ability to work in a lead role in either an individual or team environment and to establish and maintain cooperative relations with superiors, associates, subordinates and general public;

• Strong attention to detail & accuracy.
