The DRS is currently recruiting to fill one Tax Enforcement  Agent in the Criminal Investigation Division (“CID”) of the Legal Services Bureau.  The Criminal Investigation Division is the criminal enforcement arm of the agency. Its primary responsibility is to conduct criminal investigations of potential tax violations of the Connecticut General Statutes. These investigations include, but are not limited to tax fraud, cigarette contraband smuggling, counterfeiting tax stamps and Sales & Use Tax violations. The unit also works to identify refund fraud and other criminal schemes designed to defraud the state.

This position is located at our Central Office at 450 Columbus Blvd. in Hartford.  This is a full-time, 40 hour per week position.

Selection Plan

This position is competitive, open to the public.

The selected candidate will be required to travel; must successfully pass a pre-employment physical; If selected for an interview, you will be asked to provide the names, email addresses and phone numbers of three professional, supervisory references. Employment will be contingent upon the successful completion of a pre-employment physical examination, including drug testing, as well as a federal and state tax compliance check and criminal background check.   

A valid Motor Vehicle Operator license is required.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for independently performing a full range of tasks in investigations of civil and criminal violations of the Connecticut Tax Statutes.

EXAMPLES OF DUTIES

Conducts investigations of suspected tax evasion cases; registers and secures tax revenue from non-compliers including itinerant vendors operating at craft and trade shows, fairs and flea markets; executes state tax warrants through garnishment of wages, attachment or seizure of tax debtor assets; performs surveillance; gathers evidence; takes statements and depositions; prepares summaries and reports of investigations for case records; prepares recommendations for prosecution and application of penalties in civil cases; obtains warrants and makes arrests; may represent department at conferences and seminars; performs related duties as required.The mission of the Department of Revenue Services (DRS) is to instill public confidence in the integrity and fairness of tax collection; achieve the highest level of voluntary taxpayer compliance; continuously improve agency performance; contribute to the fiscal and economic well-being of the state; and provide a positive and professional workplace. KNOWLEDGE, SKILL AND ABILITY

Knowledge of and ability to interpret and apply related state tax laws and regulations; knowledge of methods and techniques of police investigations including laws of arrest and search and seizure; knowledge of interviewing methods and techniques; basic knowledge of accounting practices and procedures; considerable oral and written communication skills; interpersonal skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in investigative work in a regulatory enforcement agency or industrial or government security agency.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's Degree.
2. One year as a Connecticut Careers Trainee with a target class of Tax Enforcement Agent may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Undergraduate course work in accounting;
  • CT Police Officer Standards & Training (POST) certification or its equivalent

SPECIAL REQUIREMENTS

1. Candidates will be required to complete a course in training to include as scheduling permits completion and graduation from the Connecticut Police Training Academy or its equivalent and subsequent appointment as a Special Police Officer.
2. Incumbents in this class may be required to travel.
3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
4. Candidates for this class are subject to selection standards pursuant to Section 7-294a-e of the Connecticut General Statutes and the regulations of the Connecticut Police Training Academy.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation will be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must be in good health and must have and retain sufficient physical strength, stamina, agility, visual and auditory acuity to effectively perform the duties of the class.
2. Applicants may be required to pass a comprehensive physical examination.

WORKING CONDITIONS

Incumbents in this class may be exposed to dangerous situations which could result in injury; incumbents may be required to conduct investigations or surveillance at night or during early morning hours under unpleasant conditions.
