The State of Connecticut Department of Transportation (DOT) invites qualified applicants to apply for the position of Equal Employment Opportunity Specialist 1. The position will be located in the Office of Contract Compliance in Newington. The position is for the first shift, 40 hours per week, Monday through Friday.
The candidate will be responsible for performing tasks associated with federal and state civil rights program requirements. The selected candidate will be responsible for conducting project compliance reviews and monitoring the CTDOT Disadvantaged Business Enterprise (DBE) contractor program requirements and the Connecticut Small Business Enterprise (SBE) programs for compliance. The candidate will also be responsible for conducting a DBE disparity analysis for the developing the DBE goal methodology for both the Federal Transit Administration and the Federal Highway Administration, in addition to preparing the required utilization reports.
The Connecticut Department of Transportation (CTDOT) is committed to the effective implementation of the United States Department of Transportation Disadvantaged Business Enterprise (DBE) Program as defined in Title 49, Code of Federal (CFR), Transportation, Part 26 and Part 23 for Airport Concessions. This program is executed in accordance with the regulations of the United States Department of Transportation (DOT) as a condition of receiving DOT funding. CTDOT takes all necessary and reasonable steps under 49 CFR Part 26 and 23 to ensure nondiscrimination in the award and administration of DOT-assisted contracts and concession opportunities.
The selected candidate will also be responsible for conducting contractor compliance reviews and reviewing contractor Affirmative Action Plans. The Federal Highway Administration (FHWA) has specific Required Contract Provisions (FHWA-1273) which are applicable to all contractors and subcontractors who hold Federal or Federal-aid contracts of $10,000 or more. Contractors and consultants receiving DOT federal funds must have their own EEO plans, which are then reviewed and approved by the CTDOT EEO. CTDOT EEO provides the sub-recipients with support and training regarding the development of their plans and with their responsibilities and obligations under the plan. CTDOT administers its Contractor Compliance Program in accordance with Title 23, CFR, Highways, Part 230 and the federally approved CTDOT Contract Compliance and DBE Programs.

Coordinate and attend meetings with District staff to review contract compliance issues; assist with DBE complaint investigations; manage vendor profile database; prepare DBE goal methodology and SBE annual goals; conduct contractor compliance audit reviews; monitor contractors for compliance with workforce utilization goals; and track DBE and SBE goal achievement; review and approve affirmative action plans; prepare federal and state reports as directed; participate in federal compliance reviews as needed; and perform other duties as assigned.
Experience interpreting Federal and State Nondiscrimination authorities. Ability to organize data, and develop and maintain spreadsheets. Experience conducting training workshops. Experience writing narrative reports using statistical information. Experience with monitoring contracting goals for small business utilization. Experience preparing utilization goals for small business participation.
