The Department of Administrative Services, Bureau of Enterprise Services and Technology (DAS BEST) is seeking to hire an ERP Financial Business Analyst to support state agencies in fulfilling various operational, transactional, statutory and analytical reporting needs. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services or Office of the State Comptroller this class is accountable for independently performing a full range of tasks in support of statewide Core-CT Enterprise Resource Planning (ERP) fiscal functions including integrated financials, supply chain management or enterprise services automation modules or an assigned integrated financials support area.

EXAMPLES OF DUTIES

Provides Level II help ticket support, communication of system updates, training, guidance in data literacy, reporting solutions and query tools support to users, statewide, in the CORE-CT EPM Reporting system; troubleshoots and resolves new or routine system or data issues; responsible for gathering user data and reporting requirements and participates in the warehouse reporting table designs, system testing, user testing and HR or Financial data validation; helps identify data integration issues with and between Core-CT Financials, HR and EPM; identifies reporting solutions or workarounds where data disconnects exist; develops HR and Financial statewide public queries for EPM users; maintains the on-line job aids and Catalog of EPM queries; develops reporting procedures; trains agency personnel and provides ongoing support for users developing all types of simple or complex queries in the ERP system reporting tools; writes functional designs, training curriculums, job aids and other related documentation; tests system enhancements, fixes and upgrades to EPM; identifies unmet HR or financial reporting needs and requirements; identifies data gaps, elements that need to be added to the EPM tables; resolves EPM issues reported by users; updates data dictionary definitions to improve data literacy on EPM tables; provides supplemental support to the other reporting systems and tools integrated with Core-CT (i.e. Statewide Analytical Reporting System (STARS), DAS Chevin Fleetwave System, MS SSRS and Kronos); performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of Peoplesoft and/or an ERP (system) modules; knowledge of principles and practices of public administration, governmental budget management and accounting including project costing; some knowledge of the integration of modules; some knowledge of and ability to map business processes; some knowledge of and ability to utilize programming logic, validation testing, script writing, SQL and other troubleshooting software; interpersonal skills; oral and written communication skills; analytical and problem solving skills; ability to prepare and analyze financial documents and reports; ability to utilize Enterprise Resource Planning systems; some ability to understand how the application does or does not support the State’s business process; some ability to train and make presentations; some ability to gather technical information and effectively communicate to the appropriate source.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience as a business analyst operating within financial systems.
Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in business administration, accounting, finance, public administration or a closely related field may be substituted for the General Experience on the basis of fifteen (l5) semester hours equaling one-half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) year of the General Experience.
3. For State Employees one (1) year as an Accountant, Contract Analyst or Fiscal Administrative Officer involving work with the Core-CT financial Enterprise Resource Planning system may be substituted for the General Experience.
4. Completion of a Connecticut Career Trainee program with the target of ERP Financials Business Analyst may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

Communication, analytical, reporting and writing skills; experience with the Core-CT system or Peoplesoft applications; experience with PeopleSoft EPM query; basic understanding of Relational database models; basic knowledge of SQL is a plus.
