Under general direction, supervise and provide project management, liaison, inspection, and contract administration for the design, construction, and modification of County buildings and structures.  Serves as the primary point of contact for special project requests with County departments, contractors, and stakeholders; reviews the work of General Service Agency (GSA) Project Managers; and performs related work as required.


This is a senior-level position that manages and coordinates a team of professional staff and is responsible for projects of large dollar amounts, technical complexity, and political sensitivity.  Incumbents operate with considerable independence in decision-making and are expected to develop a project plan with minimal direction.  The Senior Project Manager, GSA establishes and manages consultant teams typically associated with large, multi-year projects; will establish and control budgets, schedules, and project scope requiring input from multiple stakeholders.  May provide guidance or assistance to other project management staff.  The Senior Project Manager, GSA, differs from the next lower position of GSA Project Manager in that the latter works on smaller, less complex projects and receives direction throughout the project. 


NOTE: The following are the duties performed by employees in the classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Supervises the planning, design, and preparation of project drawings, specifications, and estimates for the modification and alteration of buildings and related structures.
  2. Confers with County departments to establish building and space requirements; advises on feasibility of projects; supervises the preparation of drawings, reports, and recommendations of findings.
  3. Acts as coordinator of assigned projects; conducts feasibility studies on special projects; approves materials and drawings and makes recommendations.
  4. Manages consultant and contractor selection process and is responsible for fee negotiations and approval of contracts.
  5. Assures that the project’s program and conceptual design meet the County’s needs and are compatible with master plans.
  6. Manages projects from programming through the construction phase and warranty period.
  7. Tracks and monitors all project activities; inspects or reviews work under construction to make sure that all new construction and alteration work being performed by contractors complies with plans, specifications, and codes; coordinates the work of multi-disciplinary technical staff across organizational boundaries.
  8. Prepares budget reports and cost control analyses; keeps projects within approved budgets and on their approved schedule; analyzes claims and recommends approval of consultant/contracts payment.
  9. Oversees project staff/contractors and attends meetings at various sites.
  10. Represents the department in meetings and conferences related to building materials or work standards.



Possession of a bachelor’s degree from an accredited college or university in Construction Management, Engineering (Civil, Structural, Mechanical, or Electrical), Architecture, Business Administration, Public Administration, or a closely related field.  A master’s degree in the fields noted may substitute for one (1) year of experience.  Additional experience, as described below, may be substituted for the bachelor’s degree on a year-for-year basis.  Certification in the field or a professional license is desirable.


The equivalent of two (2) years of full-time experience in the classification of GSA Project Manager, Energy Project Manager, Environmental Project Manager, Real Estate Projects Manager, or in an equivalent or higher-level classification in the Alameda County classified service that includes construction project management, contract administration, and budget control.   


The equivalent of five (5) years of full-time, progressively responsible experience in project management in the areas of construction management, design management, architecture, or related fields. Experience must have included program responsibility, preparation of cost estimates, and contract compliance.


Possession of a valid California Motor Vehicle Operator's license.

Special Requirement:

Must be able to travel to locations throughout the County. Must be able to obtain and maintain security clearance.
