This series specification describes two classifications, Emergency Services Coordinator I and Emergency Services Coordinator II. Both classifications have responsibility for planning, organizing and preparing emergency operations plans with supporting documents for emergency services, and performs related work as required. Under general supervision at the higher level and close supervision at the lower level plans, organizes and prepares emergency operations plans for emergency services and performs related work as required.
DISTINGUISHING FEATURES The Emergency Services Coordinator I is an entry level classification and the Emergency Services Coordinator II is the experienced journey level classification. These flexibly staffed classes are located in the Alameda County Sheriff's Office of Emergency Services. The incumbents of these positions are responsible to the Senior Emergency Services Coordinator for assignments in developing and coordinating the County's emergency management program. Incumbents must be willing to be on call and available on a 24 hour a day basis. This level requires that the incumbent be able to handle situations of average complexity on the basis of his/her own skills and ability and to resolve unusual situations with the assistance of others. |

Manages programs and projects as assigned which may include elements essential to Emergency Management including: planning, preparedness, communication systems, mapping, computers, software, and other equipment necessary to the Operational Area and the County OES Emergency Operations Center (s). |

Knowledge of: • Common forms of local government. • Principles and practices of emergency management planning and response including techniques for coordinating activities of a variety of organizations. • Interrelationships, responsibilities, goals and functions of local, state and federal government related to emergency management. • The Standardized Emergency Management System (SEMS) and the Incident Command Systems (ICS). • Federal and state policies, and plans for emergency planning, response, recovery and mitigation. • Methods and techniques for emergency management training. • Principles and practices of budgeting and accounting. • Principles of government administration, organization and resources. • General office methods, procedures and elements of supervision. Ability to: • Understand and competently utilize technical equipment and programs (including software, mapping systems, communication systems, and display systems) necessary to the operation of the Office of Emergency Services. • Research, develop and modify elements of comprehensive emergency management preparedness and response plans. • Recognize, analyze and evaluate potential disaster issues and situations and recommending appropriate solutions. • Coordinate a coalition of local agencies to provide disaster information and resource management between local government and the State. • Evaluate data from emergency plans and facilities and recommend appropriate course of action. • Establish and maintain effective working relationships with cities, special districts, county agencies, state and federal, community based organizations and other service groups having a role in an emergency. • Prepare clear, concise and accurate reports, plan elements, procedures, correspondence, media information and other written materials. • Train others in various phases of the emergency management program. • Effectively organize and motivate volunteers and make appropriate use of their skills and assistance. |
