DESCRIPTION
Under general direction, the Deputy of Agricultural and Standards Services evaluates, directs, and coordinates the activities of one or more sections within the Agriculture/Weights and Measures Department and staff engaged in the enforcement of State and Federal laws relating to agricultural and weights and measures within the County and may be called upon to assist in the activities of other sections as needed.

DISTINGUISHING FEATURES 

The Deputy of Agricultural and Standards Services is located in the Community Development Agency’s (CDA) Agriculture/Weights and Measures Department, which has various locations throughout Alameda County. The Deputy of Agricultural and Standards Services is a management position with full supervisory responsibility providing direct oversight to one or more of the various agricultural and weights and measures programs and is responsible for the work of Agricultural and Standards Investigators engaged in enforcement of applicable State and Federal laws. The Deputy of Agricultural and Standards Services develops, implements, and evaluates goals, objectives, policies, and procedures related to the function of the department. Incumbents work under the direction of and report to the Deputy Director, CDA in the Agriculture/Weights and Measures Department and/or an Assistant Deputy Director, CDA.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  1. Plan, organize, supervise, and coordinate the work of staff in the various programs in the Department of Agriculture/Weights and Measures.
  2. Assume responsibility for a variety of personnel activities, including performance evaluations, training, selection, and disciplinary action.
  3. Participate in the development and review of department policies and goals.
  4. Based on department guidelines, create, develop, and/or revise program policies, procedures, and division goals.
  5. Assist in the preparation of the annual budget by compiling and analyzing data on staffing, support resources, and program needs.
  6. Prepare correspondence, review, and ensure the accuracy of staff daily reports, monthly activity reports to the state, and is responsible for record maintenance.
  7. Supervise the care and maintenance of department vehicles, equipment, and standards.
  8. Supervise the investigations of complaints, the gathering of evidence, and recommend enforcement actions.
  9. May supervise departmental clerical/administrative support.
  10. Represent the Department, Agency and County in meetings of public and private interest groups, affiliate agencies, professional organizations, and stakeholder groups.
  11. Acts on behalf of the Deputy Director, CDA and/or Assistant Deputy Director, CDA, as directed.
  12. Enforce Federal, State, and Local Laws and Regulations pertaining to Pesticide Use Enforcement, Pest Detection, Pest Eradication, Pest Exclusion (including Dog Team), Weed Control, Biological Control, Seed, Nursery, Standardization, Direct Marketing, Organic, Egg Quality, Apiary and Weights and Measures procedures, practices and their application.
  13. Assist in negotiating contracts with outside vendors, consultants, or organizations; administer, monitor, and evaluate contracts.
  14. Makes recommendations and assists in the development, revision, and implementation of departmental policies, procedures, organization, and operating methods.
  15. Monitors various State inspection contracts to ensure compliance with performance requirements.
  16. May perform complex and technical field inspections, surveys, investigations, regulatory pest control, and enforcement activities.

MINIMUM QUALIFICATIONS

EITHER I 
Experience:  

The equivalent of two (2) years of full-time experience in the class of Agricultural and Standards Investigator III in the Alameda County classified service.  

OR II
Education:

Possession of a bachelor’s degree, or appropriate four (4) year degree which qualifies the applicant to obtain the required State licenses.

AND
Experience:

The equivalent of four (4) years full-time experience in the enforcement of agricultural laws, in agricultural pest control, or in the production, marketing, or processing of agricultural commodities; or experience in inspection, maintenance, repair, or installation of measuring instruments or equipment.  This experience must have been at a level comparable to an equivalent class of an Alameda County Agricultural and Standards Investigator III. One (1) of the required four (4) years of experience must include supervising responsibility. 

License

Possession of a valid state license as a County Deputy Agricultural Commissioner or County Deputy Sealer of Weights and Measures issued by the California Department of Food and Agriculture. Possession of a valid California Motor Vehicle Operator's license. 

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
