DESCRIPTION
Under general supervision, documents, coordinates, plans, installs, implements, tests and maintains Geographic Information System (GIS) databases and applications related to the Alameda County Regional Emergency Communication Center (ACRECC) Computer-Aided Dispatch (CAD) system; performs professional-level work related to creating, maintaining, displaying and upgrading a GIS used by the CAD system; utilizes these databases and applications for the analysis of spatial and tabular data and for the production of electronic and hard-copy maps; and performs related duties as required at the ACRECC.

DISTINGUISHING FEATURES

The Fire Department Geographic Information Systems Administrator classification is in the Alameda County Fire Department (ACFD) and reports to the Fire Department Emergency Communications Director.  This first-level supervisorial classification independently performs the full range of professional-level work related to the development and maintenance of GIS for use in ACRECC emergency dispatching and with potential applications for other governmental agencies. The employee independently performs GIS work to produce a variety of maps (paper, digital and web) and other processing output such as reports, graphs, charts, and reports networking issues to Information Technology (IT) related to the GIS infrastructure. The employee in this classification performs spatial analysis, data entry, object manipulation, integration from other platforms and applications, and output production of digital maps for the CAD system and the mobile data computers used in all fire apparatus within the sphere of ACRECC.

EXAMPLES OF DUTIES
NOTE: The following are typical duties performed by employees in this classification.  Employees may not necessarily perform all duties listed; however, they may perform other related duties at an equivalent level.

  1. Directs and supervises the work of staff; selects, assigns, trains, and motivates staff; monitors and evaluates performance; initiates and implements effective disciplinary actions as needed.
  2. Uses complex drafting and drawing applications to implement and maintain a comprehensive GIS, which includes updating the base map layer and additional data layers as specified by the ACRECC. 
  3. Develops, modifies, and/or designs a variety of related applications, maps, and software tools and programs (e.g., mapping applications, geoprocessing tools, GIS programming applications) to meet the objectives and needs of the department, including assisting personnel responding to emergency calls.
  4. Creates customized maps and analyses of graphic and numeric data including the selection of map size, projection, data, scale, shading, colors, and symbols to support public safety, emergency preparedness, 911 dispatching, fire prevention and other groups by resolving geo-spatial questions. 
  5. Oversees and manages ACFD and ACRECC-wide GIS projects requiring professional, specialized technical knowledge and competency; manages third-party GIS product integrations and technical issues (e.g., Tablet Command, MARVLIS, Avenza, Hexagon); reviews the technical work of consultants, contracting agencies, and other organizations as appropriate.
  6. Provides consultation and technical support to ACRECC member agencies on map feature detail, installation of map files to the mobile data computers, and assists with development of cartographic products for fire operations and administration.
  7. Manages the GIS infrastructure; identifies and assists IT staff with GIS hardware and software installations and upgrades; manages, reviews, and/or maintains the enterprise GIS platform and related data. 
  8. Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors and approves expenditures.
  9. As assigned, responds to provide geospatial support for large-scale emergency incidents or disasters such as EOC or incident command team activation.  
  10. Interacts with other departmental, city and county staff to obtain and share data, to ensure the data and software meet ACRECC standards and are compatible, exchanges knowledge and technology, and receives timely updates of new streets, business complexes, and multi-unit housing and other data from multiple sources. 
  11. Uses multiple software applications and platforms to assemble, organize and digitize information into the appropriate GIS database. 
  12. Prepares and coordinates GIS consultant contracts: monitors contract work to ensure technical accuracy and compliance with contract agreements.
  13. Prepares a variety of correspondence, documentation, reports, and other written materials; updates procedural manuals as assigned. 
  14. Attends and participates in professional and other group meetings and training; stays abreast of new GIS trends and innovations, evaluates alternatives, and makes recommendations to management regarding new products and trends.
  15. May pilot ACFD drones for use in mapping and incident response.

MINIMUM QUALIFICATIONS
Education:

Possession of a bachelor’s degree from an accredited college or university with major coursework in engineering, computer science, information systems, geography, environmental studies, or a related field.

AND 
Experience:

The equivalent of three (3) years of full-time progressively responsible experience in GIS or a related field that included at least one (1) year of supervisory or lead experience. 

Substitution:

Possession of an associate’s degree in engineering, computer science, information systems, geography, environmental studies, or a field related to the work and two (2) years of geographic information systems experience may substitute for the bachelor’s degree education requirement.

License

Candidates must possess a valid California State Motor Vehicle Operator's license. 

Special Requirements

Candidates must pass a psychological evaluation, a medical examination and a thorough background evaluation before an offer of employment will be made. Any felony conviction will result in disqualification.

This classification requires the employee to meet Department of Energy (DOE) security clearance standards.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

  • GIS concepts and analytical techniques, including computerized mapping and digital data conversion, manipulation, and analysis.
  • Principles and practices of project management, records management, and data collection techniques.
  • Pertinent federal and state laws and regulations. 
  • Database administration principles, methods and techniques, related to Microsoft SQL Server.
  • ESRI Suite of products to include ArcGIS for Desktop, ArcGIS Pro, ArcGIS Online, ArcGIS Server, ArcGIS Extensions, Collector App, Survey 123 App, QuickCapture App, etc.
  • Web mapping and application creation using ArcGIS Online or ArcGIS Enterprise.
  • Programming languages, including Visual Basic, or Geo-processing scripts.
  • Mathematical and statistical procedures are commonly supported by system applications.
  • Spatial projection techniques and standards.
  • Principles and procedures of quality assurance and security related to computer information systems.
  • Basic Global Positioning Systems (GPS) concepts and procedures.
  • Modern office practices and procedures.
  • Correct English grammar, spelling, punctuation, and vocabulary. 
Ability to:

  • Integrate various spatial and non-spatial data into GIS databases from multiple sources.
  • Develop and maintain web-based GIS content, including publishing web maps and layers, building dashboards and StoryMaps, configuring Experience Builder or Instant Apps, and managing web layer symbology, filters, and Arcade expressions. 
  • Support field data collection workflows by configuring Field Maps and Survey123 projects, enabling offline/mobile use, troubleshooting field devices and processing collected data.
  • Explain technical concepts to non-technical users.
  • Use computer-aided drafting and GIS software to produce digital maps, hardcopy maps, databases and other documentation as requested. 
  • Perform various GIS database administrative functions, including developing standards and methodologies for use of the GIS database.
  • Estimate time and cost requirements for specific assignments. 
  • Install, troubleshoot, and upgrade GIS software. 
  • Prepare clear and concise work documentation, update procedures and technical reports.
  • Maintain accurate records and files. 
  • Organize work, set priorities, and meet critical deadlines.
  • Use initiative and independent judgment within established procedural guidelines.
  • Instruct non-technical users in software use and procedures.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
