DESCRIPTION
Under general supervision, to act as lead nurse, to assist in providing direction, consultation, coordination and review of the work of professional nursing, and para-professional staff on an assigned team; to precept nursing students; to plan, implement, monitor and evaluate the delivery of nursing care services to both the individual and communities; assist in the management of a program/project; and to perform related duties as required.

DISTINGUISHING FEATURES

These positions are located in the Health Care Services Agency, Social Services Agency and Community Development Agency.  Registered Nurse III's are assigned lead responsibility for Registered Nurses and multi-disciplinary staff on an assigned team and/or unit and assist in the management of a program/project.  This class is distinguished from the lower class of Registered Nurse I/II in that the latter provides a variety of nursing care services, case management, care plan, teaching, counseling and referral to clients and families.  This class is further distinguished from the next higher class of Registered Nurse IV in that the latter has primary supervisory responsibilities for a Public Health Nursing (PHN) team and the assigned specialized program(s)/project(s).

EXAMPLES OF DUTIES
NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

1.  Acts as a lead Registered Nurse providing consultation and direction to a professional nursing and paraprofessional multidisciplinary team.

2.  Receives, reviews and assigns referrals to PHN staff for case management and assists the supervisor in ensuring that work is completed within professional practice.

3.  Review's staff work load, analyzes information and adjusts workload accordingly.

4.  Assists the Registered Nurse IV with training, orientation, oversight and evaluation of Registered Nurses and a multidisciplinary staff, as well as precepting nursing students.

5.  Develops and implements the nursing process for the provision of care for clients.

6.  Plans and assists in implementation, monitoring and evaluation of quality assurance and improvement activities.

7.  Assesses the physical, psycho-social, health care status and needs of individual clients and/or families; interviews clients and/or family, collecting a health history and data regarding current health status and life situations; observes client and client family interaction in the home, and develops plan of care.

8.  Participates in epidemiological studies by conducting community investigations.

9.  Monitors documentation of services provided to clients, conducts case reviews and chart audits at required intervals.

10. Monitors implementation of current patient care standards or program standards/regulations set by State and Federal regulatory and/or accrediting agencies to ensure a safe and effective nursing practice.

11. Interprets and implements policies, procedures and regulations as they relate to nursing.

12. Assists the Registered Nurse IV in resolving problematic situations (e.g. patient care, medical services or personnel issues).

13. Assists in developing and updating educational and information material for staff and population served; provides health education to clients through advocacy, anticipatory guidance, and counseling in regards to wellness, lifestyle, health risks, and behavior changes to address the social determinants of health.

14. Collaborates with other health professionals to coordinate client care and assist in improving health status; refers clients and/or families to physicals or appropriate community/public agencies to obtain services or assistance to improve or maintain social function and health.

15. Assists the Registered Nurse IV in program/project planning, assessment, development, implementation, monitoring, and evaluation of program goals, objectives, policies and procedures.

16. Collects health data and reviews reports to assess the health of a community.

17. Assists RN IV with various meetings with staff, community organizations, health agencies, forums and/or focus groups to improve services and relationships; coordinates, facilitates and participates in meetings with assigned team(s), concerned individuals and interagency case conferences.

18. Provides required records and reports, and prepares a variety of correspondence, narrative and statistical reports and other written materials.

19. Operates a variety of standard office equipment; utilizes various medical tools and equipment; may drive a County or personal vehicle for public health and/or county business.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of two years of full-time, recent experience within the last 5 years as a Registered Nurse II in the Alameda County classified service.

Or II

The equivalent of three years of full-time, recent nursing experience within the past 5 years, at a level of, or higher than, the Alameda County class of Registered Nurse II in a clinical and/or public health setting.

License:

Possession of a current and valid license to practice as a Registered Nurse in the State of California.

Some positions may require a valid California Motor Vehicle Operator's license.

Certificate:

Possession of a valid Basic Life Support (BLS), Cardiopulmonary Resuscitation (CPR), and Automated External Defibrillator (AED) certificates issued by the American Heart Association for professional healthcare providers.

Some positions may require possession of a current and valid California Public Health Nursing Certificate.

Special Requirements:

1.  In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.

2.  In compliance with Medicare regulations, employees in this classification are required to complete the "Medicare Enrollment Process for Physicians and non-Physician Practitioners" through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day on the job.  Active enrollment in Medicare is a condition of employment.  Failure to attain or maintain active enrollment will result in termination.
