DESCRIPTION
|
Under administrative direction, plans, organizes, oversees and manages crisis mental health services across systems of care in Alameda County Behavioral Health; coordinates and evaluates crisis mental health service systems to ensure compliance with legislative mandates and minimum standards, as well as State and Federal rules and regulations regarding clients experiencing a mental health and or substance-related crisis; serves as the department leader for crisis behavioral health services; and performs other related duties as required.
DISTINGUISHING FEATURES
This single position classification is located in the Alameda County Behavioral Health (ACBH) division of the Health Care Services Agency and reports to the Medical Director, Behavioral Health. The employee will be responsible for managing a division through subordinate staff that will focus on overseeing services related to crisis, post-crisis, and acute mental health systems within Alameda County. Services can include, but are not limited to, mobile crisis response, crisis stabilization, crisis residential treatment, evaluation, and other behavioral health support in designated emergency departments.
This classification is distinguished from the next lower classification of Assistant Director, Crisis Services System of Care by having overall responsibilities for organizational, policy development, and administrative responsibilities for all crisis, post-crisis, and acute services across the department. This classification is further distinguished from the next higher classification of Medical Director, Behavioral Health, in that the latter classification administratively directs a range of County-operated and community-based organization services across the entire department.

EXAMPLES OF DUTIES
|
NOTE: The following are typical duties performed by the employee in this classification. The employee may not necessarily perform all duties listed, however, may perform other related duties at an equivalent level.
- Plans, organizes, directs, evaluates, and provides general oversight of ACBH crisis services for all age groups and contracted programs in through subordinate professional-level and managerial staff; provides leadership in the development and administration of organizational policy, system design, integration and planning and program development of Crisis Services.
- Provides leadership and program and policy direction for Crisis Services to the ACBH administrative and managerial staff.
- Maintains the effectiveness of services by monitoring and evaluating programs; develops specialized clinical standards to assure quality of care and adherence to general clinical standards.
- Assists in departmental policy, procedure, and system development and implementation for ACBH.
- Negotiates and manages contracts and program service agreements.
- Makes recommendations regarding the allocation of available funds for both County-operated and contract-provided services.
- Develops and administers Crisis Services program budget; monitors expenditures; and coordinates fiscal, personnel, and contract activities.
- Coordinates service program activities with the services of other public and private agencies as it relates to crisis behavioral health services.
- Reviews, monitors, and interprets proposed legislation and changes in laws and regulations relative to crisis services; assures administrative compliance with applicable federal and state laws and regulations.
- Directs and coordinates administrative functions and enforces adherence to Federal, State, and County behavioral health care standards and institutional regulations.
- Serves on a variety of committees and task forces; attends meetings and makes presentations as required.
- Prepares a variety of correspondence, narrative, and statistical reports, information for the Board of Supervisors, program documentation, policies, procedures, guidelines, goals, and other written materials.
- Recruits, trains, supervises, and evaluates the work of subordinate professional and managerial staff who are responsible for supervising multi-disciplinary teams of professional, paraprofessional, technical, and support staff.
- Leads Departmental program planning and systems building efforts to support crisis services and strategy alignment; and may represent the department on matters related to behavioral health crisis services at a statewide level.
- Collaborates with Health Care Services Agency and other County departments on issues related to crisis prevention and early intervention service delivery; participates in crisis-related meetings and convenes regular Crisis Services System of Care team meetings to improve coordination across the various service disciplines such as law/ fire departments, healthcare, and other systems of care within ACBH.
- Collaborates with the Departmental/Agency Fund Development leaders, pursues grant opportunities in support of program development for crisis services throughout Alameda County.
- Provides administrative oversight and monitoring to Crisis Stabilization Units, Crisis Residential Treatment Programs, Mental Health Rehabilitation Centers, and other county-operated and CBO-operated crisis service locations.
- Collaborates with the ACBH Contract Office, provides oversight, monitoring, and technical assistance for ACBH contracted crisis programs.
- Assures that Crisis System of Care delivery system appropriately includes policies and procedures designed to improve the quality of client services; as well as ensuring that county or provider-operated services meet qualitative performance outcomes as required.

MINIMUM QUALIFICATIONS
|
Education:
Possession of a master's degree in Public Health, Public Policy, Public Administration, Social Work, Nursing, Psychology, Marriage and Family Therapy, or a closely related field.
AND
Experience:
The equivalent of seven (7) years of full-time, post-graduate professional management and supervisory experience in directing a large public or private healthcare program or organization, which must have included progressive responsibility in planning, organizing, and providing leadership in the areas of program operations, management, and evaluation. At least two (2) years of this experience must be in a crisis services setting serving in a clinical role.
License:
Possession of a current, valid clinical license from the applicable licensing authority in the State of California.
Possession of a valid California Motor Vehicle Operator's license.
