DESCRIPTION
|
Under general supervision, develops, directs, implements, maintains, and manages Zone 7 Water Agency’s Computerized Maintenance Management System (CMMS) program to meet the evolving needs of the Agency; defining practices and procedures, data collection and management, records maintenance, quality control, and advanced reporting; and performs duties as required.
DISTINGUISHING FEATURES
The Computerized Maintenance Management System, Analyst, Zone 7 classification is a single position located in the Zone 7 Water Agency and reports to the Maintenance Manager, Zone 7. The employee in this position will be responsible for overseeing and maintaining the Agency’s CMMS program to ensure alignment between technology and operational goals, identify efficiency improvements, control expenditures in maintenance activities, and support the integration of short and long-term goals and strategies for optimizing the Agency’s engineering, operations, and maintenance functions. The position serves as a key resource for leadership teams to align CMMS capabilities with overall Agency priorities.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each employee in the classification does not necessarily perform all duties listed.
- Plans, organizes, oversees, and supports the implementation and maintenance of the Agency’s CMMS program by creating a scalable framework for collecting, organizing, analyzing, maintaining, and updating CMMS data such as asset registry and records, identification hierarchy, work orders, and repair and maintenance history.
- Participates in developing long-term asset management strategies to maintain the reliability and sustainability of the Agency’s infrastructure by actively providing insights into asset conditions, lifecycle costs, and maintenance history.
- Conducts in-depth analyses of data from various sources, including work orders, reports, maps, technical specifications, and as-built and construction drawings; identifies trends and opportunities for process improvement, provides actionable insights related to resource allocation, forecasting maintenance needs, and capital planning for asset replacement and upgrades.
- Establishes agency-wide data standards and CMMS user governance protocols; serves as a point of contact and interacts with multiple user groups to ensure data quality, update workflow, and process changes, and facilitate continuous feedback loops.
- Creates and maintains secure user profiles, implements role-based access control, assigns access rights, and monitors system security settings.
- Creates customized queries and generates advanced analytical reports; provides reports and data to the Executive team, Operations, Maintenance, and Engineering to support the development, implementation, and maintenance of preventive, predictive maintenance models, corrective maintenance, and capital improvement planning programs.
- Coordinates efforts to monitor and audit maintenance-related expenses, identifies cost-saving opportunities through data analysis, and makes recommendations to reduce unnecessary spending on overtime, emergency repairs, and/or premature equipment failures.
- Troubleshoots and resolves complex issues; coordinates resolution of critical system integrations and cross-platform issues with information technology and/or vendors/contractors.
- Reviews data, verifies the accuracy of the information, researches discrepancies, and records information.
- Provides advanced training to system users and maintains user procedures, training manuals, and specialized references.
- Coordinates multi-phased CMMS upgrades, maintenance, and related system projects with information technology, vendors/contractors, and users; leads evaluations, pilots, and rollouts of new vendors/software and system changes.
- Ensures all critical Standard Operating Procedures (SOPs) are uploaded or linked to the CMMS via the Agency’s document management system.
- May provide assistance and oversight to and review the work of clerical/technical staff related to CMMS-related activities.

MINIMUM QUALIFICATIONS
|
Education:
The equivalent of an associate’s degree from an accredited college or completion of a vocational or technical training program in environmental science, computer science, geography, GIS, or a related field.
AND
Experience:
The equivalent of four (4) years of full-time experience overseeing asset management information systems that may have included, GIS analysis, database management, and business process analysis. Two (2) of the four (4) years should include working with computerized maintenance management systems.
Substitution:
Additional experience may be substituted for the education requirement on a year-for-year basis.

- Learn the organization and services of the Agency as necessary to assume assigned responsibilities.
- Learn the advanced principles related to materials, methods, and procedures used in the installation and construction of water facilities.
- Read and interpret work orders, plans, drawings, blueprints, and related technical documents.
- Conduct complex research, analyze and interpret data, draw conclusions, and summarize and present information, reports, and data in an effective manner.
- Lead the development of CMMS system documentation and informational materials and train users.
- Develop and maintain a variety of systematic filing, record-keeping, and tracking systems.
- Learn, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to the work performed.
- Use high-level tact, initiative, prudence, and judgment within general policy and procedural guidelines.
- Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
