DESCRIPTION

Under general supervision, to plan, organize, and coordinate the work of Electricians and Instrument Technicians; and to perform skilled electrical or instrumentation installation, maintenance, and repair work on water treatment plant and field distribution system equipment and facilities. Perform related duties as required.
DISTINGUISHING FEATURES
The Lead Electrical/Instrumentation Technician, Zone 7 is a single position classification located in the Maintenance department at The Zone 7 Water Agency and reports to the Maintenance and Construction Supervisor, Zone 7. The Lead Electrical/Instrumentation Technician, Zone 7 is responsible for leading, organizing, coordinating, and directing the work of electrical and instrumentation staff, and independently performing skilled electrical or instrumentation maintenance, repair work on a wide variety of pumps, motors, electrical panels, transformers, control systems, instrumentation systems, and related water treatment and distribution equipment.
This classification is distinguished from the Maintenance & Construction Supervisor, Zone 7, in that the latter has overall responsibility for the Maintenance work unit, which includes supervisory oversight of all maintenance staff.

EXAMPLES OF DUTIES
|
NOTE: The following are typical duties performed by the employee in this classification. The employee may not necessarily perform all duties listed, however, they may perform other related duties at an equivalent level.
- Assigns and directs the daily work of Electricians and Instrument Technicians, ensuring tasks are completed, on time, and in compliance with codes.
- Uses the Computerized Maintenance Management System (“CMMS”) to create, assign, review, and track work orders and ensure accuracy of the data.
- Trains staff in emerging new condition-based maintenance practices.
- Installs, troubleshoots, maintains, and repairs electrical or instrumentation systems and equipment, including wiring, control panels, motors, transformers, instrumentation devices, and related distribution system equipment. Performs preventive maintenance work.
- Collaborates with Engineering unit in the design, installation, and modification of electrical and instrumentation systems and equipment for water treatment and distribution. 6
- Places orders for electrical and instrumentation parts and materials directly through the Maintenance Materials Buyer portal when directed to, or in the absence of the Maintenance and Construction Supervisor, Zone 7.
- Approves electrical and instrumentation parts and materials requested by maintenance staff.
- Operates and maintains hand, power, and shop tools used in electrical and instrumentation maintenance; operates boom trucks, forklifts, and other machinery as needed.
- Estimates and secures materials, tools, and equipment necessary to complete assigned electrical and instrumentation work; contacts vendors as required.
- Ensures adherence to safe work methods and safety precautions during electrical and instrumentation work.
- Maintains accurate records and logs related to electrical and instrumentation work assignments. Ensures paperwork related to work orders is completed and submitted.
- Participates in a full-featured predictive maintenance program using condition monitoring, recording new baselines for newly installed equipment, and continuing to periodically monitor for future trends.
- Reads and interprets blueprints, electrical and instrumentation plans, schematics, and manuals.

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of two (2) years of full-time experience in the classification of Electrician, Zone 7, or Instrumentation Technician II, Zone 7 in the Alameda County classified service.
OR II
Experience:
The equivalent of four (4) years of increasingly responsible full-time journey-level experience in the maintenance and repair of electrical or instrumentation systems in water treatment and distribution systems, power plant, manufacturing plant, refinery plant, utility services or similar industrial environments. License: Possession of a valid California driver's license.
Other Requirements:
- Must be willing to work in exposure to potentially hazardous materials, in confined spaces, and outdoors in all weather conditions.
- Must possess the physical strength to perform work assignments.
- Must be willing to work on-call, and be available for shutdowns, outages, or emergencies, or other urgent Agency issues.

KNOWLEDGE AND SKILLS
|
Knowledge of:
- Electrical theory and principles, including high-voltage systems, Alternating Current (AC)/Direct Current (DC) circuits, control systems, and programmable logic controllers (PLCs).
- Instrumentation theory and principles, including sensors, transmitters, control loops, and data acquisition systems.
- Perform incidental maintenance work in other trades as needed, such as minor mechanical, carpentry, or concrete tasks.
- Electrical safety standards and regulations, including California Division of Occupational Safety and Health (Cal/OSHA) regulations, National Fire Protection Association (NFPA) 70 (National Electrical Code), NFPA 70E (Electrical Safety in the Workplace), and applicable industry best practices.
- Lockout/Tagout (LOTO) principles, procedures, and regulatory requirements, including energy control methods for electrical, mechanical, hydraulic, pneumatic, and stored energy systems.
- Condition-based asset management principles.
- Infrared thermography principles and practices.
- Computerized Maintenance Management System (CMMS) administration.
- Methods, materials, tools, and equipment used in the installation, maintenance, and repair of electrical and instrumentation systems in industrial facilities.
- Electrical and instrumentation codes, safety standards, and safe work practices.
- Mathematics related to electrical and instrumentation work.
- Principles of lead supervision and team coordination.
Ability to:
- Plan, schedule, assign, and inspect electrical and instrumentation work.
- Diagnose, repair, and maintain a wide variety of electrical or instrumentation systems used in water treatment and distribution.
- Act as a competent person for Lockout/Tagout, including reviewing, developing, implementing, and auditing LOTO procedures and verifying effective energy isolation.
- Plan and complete electrical or instrumentation work assignments independently.
- Operate and maintain a variety of tools and equipment used in electrical and instrumentation maintenance.
- Enforce electrical safety and LOTO compliance, including stopping unsafe work and correcting deficiencies in accordance with regulatory and Agency requirements.
- Ensure adherence to safe work methods and safety precautions.
- Read and interpret electrical and instrumentation plans, specifications, manuals, and schematics.
- Estimate materials, tools, and equipment required to complete electrical and instrumentation work efficiently.
- Train and mentor staff in electrical safety, LOTO, new technologies, and predictive maintenance practices.
- Communicate effectively and follow written and oral instructions.
