DESCRIPTION

Under general supervision, provides a variety of office and field water conservation and water resources planning duties; plans, organizes, develops, implements, and carries out duties in support of the Zone 7 Water Agency’s (“Agency”) Water Resources Division, establishes and maintains detailed and interrelated record-keeping systems; reviews, evaluates, inspects landscape and water resources plans and projects; provides water conservation consultation and equipment to consumers; supports outreach efforts; conducts water audits; instructs on water audit methods;   and performs related work as required.

DISTINGUISHING FEATURES

The Water Conservation and Planning Specialist, Zone 7 classification is located in the Water Resources Division in the Zone 7 Water Agency and reports to the Principal Water Resources Planner. The position serves as the Agency’s representative to the community in the implementation of Water Conservation programs. The employee reviews and evaluates landscape and other water conservation plans and projects, supports outreach on water conservation; and supports water resources planning.  This classification involves frequent contact with the community and stakeholders in situations that require technical expertise, effective communication, and public relations skills.


EXAMPLES OF DUTIES

NOTE: The following are typical duties performed by the employee in this classification.  The employee may not necessarily perform all duties listed, however, they may perform other related duties at an equivalent level.

  1. Leads and coordinates various water conservation program activities and performs tasks such as application processing, data collection and analysis, oral and written reporting, budget management, program evaluation and refinement, and the development of new programs as needed. Develops and implements marketing strategies, supports public outreach efforts, and contributes to the development of outreach materials.
  2. Responds to public inquiries relating to the water conservation program including answering telephones and responding to walk-in customer inquiries; ordering supplies of books, brochures, and other water conservation materials; and maintaining records of materials distributed.
  3. Maintains and develops positive working relationships to coordinate program activities, development, implementation, marketing, and administration with local and state agencies, regulators, community groups, and other stakeholders. Facilitates regular meetings for coordination and represents Zone 7 at meetings.
  4. Tracks policies, legislation, and ordinances, providing insights on their impacts to Zone 7. Stays informed on emerging trends in water resources and conservation and how it relates to water supply planning and other Zone 7 efforts.
  5. Maintains awareness of new developments in the field of water conservation and recommends incorporating new developments as appropriate into programs. 
  6. Provides technical assistance on water conservation for landscapes, indoor use, and commercial/industrial processes.
  7. Reviews plans and/or inspects customers' water conservation, landscape, stormwater, and/or reuse projects and equipment, to assess compliance and eligibility for Agency-approved incentive programs, including rebates.
  8. Provides technical expertise in the development of public information materials; develops ideas, themes, and plans for public information and education campaigns regarding water conservation goals. 
  9. Conducts tasks and technical analyses to support water resources planning, including, but not limited to, water supply, environmental planning and permitting, grants, and compliance activities.
  10. Gathers and compiles data and information, prepares various periodic and special reports, prepares technical reports and assists in the preparation of more complex reports such as evaluation studies, master plans, and financial reports.
  11. Conducts community workshops, makes presentations, attends community events, and performs other public relations duties as necessary.
  12. Supports and/or leads preparing proposals, negotiates and administers contracts, prepares and manages budgets, and oversees and coordinates vendor work. 
  13. Communicates water resources management, planning, and conservation information through oral presentations and written reports. Analyzes data as needed and creates visual graphics to support and convey findings.
  14. Performs technical administration and/or field inspection work including support for water resources monitoring, California Irrigation Management Information System (CIMIS) facilities, demonstration garden projects, and conducting water audits and providing recommendations.
  15. Installs, monitors, and maintains hydrologic, climatic, and/or metering measurement equipment, and collects and analyzes samples and data.
  16. Operates a variety of computer software programs; maintains and updates computer files; participates in the selection and development of new computer applications.
  17. Updates and maintains a variety of records, databases, files, and resource information.
  18. Supports and assists the Principal Water Resources Planner with assigned tasks as necessary.


MINIMUM QUALIFICATIONS

Education:

The possession of a bachelor’s degree from an accredited college or university with a major in environmental science, physical science, urban planning, natural resources management, water resources, public administration, business administration, sociology, public relations, water conservation, landscape architecture, horticulture, engineering, or a related field.
AND
Experience:

The equivalent of one (1) year of full-time professional experience in the water resources field or a closely related field, performing water conservation, planning, irrigation/landscape, or water resources management/engineering duties.

Licenses:

Possession of a valid California driver’s license.

OTHER REQUIREMENTS

Requires willingness and ability to:

  • Travel overnight or on weekends to attend conferences, meetings, and outreach and demonstration events.
  • Work outdoors in a variety of weather conditions.
  • Work overtime as needed whether nights, weekends, or holidays.
  • Assist in emergencies.
  • Possess sufficient agility, strength, and endurance to access and investigate sites, such as remote landscape areas, CIMIS stations, etc. 
  • Requires sufficient physical strength and agility to conduct tours of Zone 7 facilities and carry Agency equipment weighing up to 50 pounds.
