DESCRIPTION
Under general direction, is responsible for Library administrative and programmatic functions and the oversight of a division of the Alameda County Library; and performs other related duties.

DISTINGUISHING FEATURES

The Library Division Director classification is located in the Alameda County Library and reports to the Deputy County Librarian. Library Division Directors are responsible for directing the implementation of Library administrative and programmatic initiatives as determined by the Deputy County Librarian. The Library Division Director classification is distinguished from the lower-level classification of Library Manager III in that the Library Division Director has broad administrative responsibilities for public service and support functions that include supervisory responsibility for a division consisting of a group of library operations requiring at least five subordinate supervisors or managers.

EXAMPLES OF DUTIES
NOTE: The following are typical duties performed by the employees in this classification.  Employees may not necessarily perform all duties listed, however, they may perform other related duties at an equivalent level.

  1. Trains, supervises, evaluates, and advises mangers on Library operations.  
  2. Provides direction in establishing and maintaining community contacts; assumes responsibility for key stakeholders. 
  3. Reviews requests from managers for staff, equipment, materials, resources, technology, and program needs and makes recommendations to executive leadership. 
  4. Participates as a member of the executive leadership team of the County Library. 
  5. Participates in the personnel selection process; consults and advises on matters of personnel, operations, services, and staff development within the division. 
  6. Analyzes and evaluates division activities and needs; reports, advocates, and articulates strategic priorities of the division, and makes recommendations to executive leadership. 
  7. As delegated by the County Librarian, works with City and County of Alameda elected officials, local government agencies, and community organizations. Enlists the support of strategic partners to complement strengths and weaknesses of the organization and to obtain key resources and assistance to support the achievement of mutual goals.  
  8. As directed by the Deputy County Librarian, assumes responsibility for implementation of strategic initiatives and major projects. 
  9. Submits budget requests to meet public and support services objectives and manages budgeted expenditures, exercising fiscal responsibility and responding to community needs. Identifies opportunities for grant funding and prepares grant applications as assigned.

MINIMUM QUALIFICATIONS
Education:

Possession of a master’s degree in library science or a closely related field from an accredited college or university.

AND

EITHER I
Experience:

The equivalent of one (1) year full-time experience as a Library Manager III in the County of Alameda classified service.

OR II
Experience:

The equivalent of two (2) years’ full-time experience as a Library Manager II, in the County of Alameda classified service.  

OR III
Experience:

The equivalent of three (3) years’ full-time experience as a Library Manager I or Library Services Coordinator, in the County of Alameda classified service.  

OR IV
Experience:

The equivalent of five (5) years’ full-time professional level library experience, as well as the equivalent of two (2) years’ full-time supervisory and management responsibilities.

Special Requirement:

Employees in this classification may be required to work evenings and weekends.
