DESCRIPTION

Under general direction, plans, directs, coordinates, and supervises the work of a library or library service, Trains, supervises, and evaluates staff assigned to work within the library or library service. Develops and implements Library policies, procedures and service delivery programs. Also performs related duties as required.

DISTINGUISHING FEATURES

The Library Manager III classification is located in the Alameda County Library and is the advanced journey level in the professional Library Manager series. The Library Manager III oversees a complex library operation and oversees up to four subordinate supervisors. This class is distinguished from the Library Division Director in that the Library Division Director oversees a division consisting of multiple library operations with additional and higher-level subordinate staff.


EXAMPLES OF DUTIES

NOTE: The following are typical duties performed by the employees in this classification.  Employees may not necessarily perform all duties listed, however, they may perform other related duties at an equivalent level.

  1. Plans and directs the day-to-day operation of one or more libraries or library services. Selects and evaluates staff.
  2. Participates in developing and updating departmental work procedures and policies; interprets and applies library policies and procedures.
  3. Initiates and maintains contact with members of the community, library support groups, service organizations and agencies. 
  4. As delegated by the County Librarian, it has primary responsibility for working with representative citizen commissions and committees, as well as elected officials and local government in their assigned communities. Arranges visits for members of the community to the library and speaks to organizations about library services. Prepares publicity on library activities; promotes the use of the library within the communities as well as establishing library services and programs at partner locations within the communities served.
  5. Assesses needs for staffing, programming, materials, resources, furnishings, and equipment. 
  6. Submits budget requests to meet public and support services objectives and manages budgeted expenditure, exercising fiscal responsibility and responding to community needs. Identifies opportunities for grant funding and prepares grant applications as assigned.
  7. Manages one or more library services that may include responsibility for public or support services assignments. 
  8. Collaborates to develop training programs. 
  9. Acts as a project manager in the development of new services or the evaluation of existing services.
  10. Plans and evaluates projects and initiatives in support of strategic objectives. 


MINIMUM QUALIFICATIONS
Education:

Possession of a master's degree in library science or a closely related field from an accredited college or university. 

AND

EITHER I
Experience:

The equivalent of one (1) year full-time experience as a Library Manager II in the County of Alameda classified service.

OR II
Experience:

The equivalent of two (2) years’ full-time experience as a Library Manager I or Library Services Coordinator in the County of Alameda classified service.

 OR III
Experience:

The equivalent of four (4) years full-time professional level library experience as well as the equivalent of two (2) years full-time supervisory and management responsibilities.

Special Requirement:

Employees in this classification may be required to work evenings and weekends.

  • Budgeting and resource management principles and practices.
  • Tools and trends of selection and cataloging. 
  • Technology and equipment used in a public library, including common consumer hardware and software.

  • Create reports and make presentations on library services and materials.
