DESCRIPTION
Under general direction, plans, directs, coordinates, and supervises the work of a library or library service. Trains, supervises, and evaluates staff assigned to work within the library or library service. Assists in the development and implementation of Library policies, procedures, and service delivery programs. Also performs related duties as required.

DISTINGUISHING FEATURES

The Library Manager II classification is located in the Alameda County Library and is the second-line professional supervisory level in the Library Manager Series. Library Manager II is responsible for overseeing a library facility and operation that requires a Library Assistant Manager or other subordinate supervisor. The Library Manager II classification is distinguished from the Library Manager III by the size of the operation and the number of subordinate supervisors required to manage it.


EXAMPLES OF DUTIES
NOTE: The following are typical duties performed by the employees in this classification. Employees may not necessarily perform all duties listed, however, they may perform other related duties at an equivalent level.

  1. Plans and directs the day-to-day operation of a library or library service. Selects and evaluates staff; supervises professional, paraprofessional, or clerical staff responsible for public or library support services.
  2. Participates in developing and updating departmental work procedures and policies; interprets and applies library policies and procedures.
  3. Initiates and maintains contact with members of the community, library support groups, service organizations, County of Alameda departments, and community agencies. 
  4. As delegated by the County Librarian, has primary responsibility for working with appointed citizen commissions and committees, as well as elected officials and local government in their assigned communities. Arranges visits for members of the community to the library, speaks to organizations about library services; prepares publicity on library activities; promotes the use of the library within the community as well as establishing library services and programs at partner locations within the communities served.
  5. Assesses need for staffing, programming, supplies, resources, furnishings and equipment. 
  6. Submits budget requests to meet service objectives and manages budgeted expenditure, exercising fiscal responsibility and responding to community needs. Identifies opportunities for grant funding and prepares grant applications as assigned.
  7. Manages a library, which may include responsibility for public or support services assignments.
  8. Acts as a project manager in the development of new services or the evaluation of existing services.
  9. Collaborates to develop training programs.

MINIMUM QUALIFICATIONS
Education:

Possession of a master’s degree in library science or a closely related field from accredited college or university.

AND

EITHER I

Experience:

The equivalent of one (1) year full-time experience as a Library Manager I or Library Services Coordinator in the County of Alameda classified service.  

OR II
Experience:

The equivalent of two (2) years’ full-time experience as a Library Assistant Manager or Librarian III in the County of Alameda classified service.

OR III
Experience:

The equivalent of three (3) years’ full-time experience as a Librarian II in the County of Alameda classified service.

OR IV
Experience:

The equivalent of four (4) years of full-time professional-level library experience, as well as the equivalent of one (1) year of full-time supervisory responsibilities.

Substitution:

The possession of a bachelor’s degree from an accredited college or university and the equivalent of two (2) years of additional full-time supervisory experience may be substituted for the master’s degree.

OR V
Education:

Possession of a bachelor’s degree from an accredited college or university. 

AND
Experience:

The equivalent of four (4) years full-time professional level library experience, as well as the equivalent of three (3) years full-time supervisory experience.

Special Requirement:

Employees in this classification may be required to work evenings and weekends. 

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

  • Create reports and make presentations on library services and materials.
  • Identify opportunities and take action to build strategic relationships with community groups and members.
  • Analyze trends and adapt to changes. 
  • Learn, operate, troubleshoot, and train others on common consumer hardware and software and library-specific technologies.
