DESCRIPTION
Under general direction, plans, directs, coordinates and supervises the work of a library or library service. Trains, supervises, and evaluates staff assigned to work within the library or library service. Assists in the development and implementation of policies, procedures, and service delivery programs. Also performs related duties as required.

DISTINGUISHING FEATURES

The Library Manager I classification is located in the  Alameda County Library and is the first-line professional supervisory level in the Library Manager Series. They are responsible for overseeing a library service as the sole supervisor. The Library Manager I reports to a Library Division Director or Library Manager III. 

The Library Manager I classification is distinguished from the Library Manager II in that the Library Manager I is responsible for overseeing a library service not requiring multiple subordinate supervisors. 

EXAMPLES OF DUTIES

NOTE: The following are typical duties performed by employees in this classification. Employees may not necessarily perform all duties listed, however, they may perform other related duties at an equivalent level.

  1. Plans and directs the day-to-day operation of a library service. Selects and evaluates staff; supervises professional, paraprofessional, or clerical staff responsible for public or library support services; provides supervision and directions for volunteers.
  2. Directs selection, cataloging, merchandising, or maintenance of collections.
  3. Participates in developing and updating departmental work procedures and policies; interprets and applies library policies and procedures.
  4. Initiates and maintains contact with members of the community, including library support groups, schools, service organizations, County of Alameda departments, and community agencies.
  5. As delegated by a Library Division Director, has secondary responsibility for working with appointed citizen commissions and committees in their assigned communities. Arranges visits for members of the community to the library, speaks to organizations about library services; prepares publicity on library activities; promotes the use of the library within the community as well as establishing library services and programs at partner locations within the communities served.
  6. Assesses need for staffing, programming, supplies, resources, furnishings and equipment. 
  7. Submits budget requests to meet service objectives and manages budgeted expenditures, exercising fiscal responsibility and responding to community needs. Identifies opportunities for grant funding and prepares grant applications as assigned. 
  8. Manages one or more functions of a library or library service that may include responsibility for public or support service assignments. 
  9. Collaborates to develop training programs. 
  10. Acts as a project manager in the development of new services or evaluation of existing services.


MINIMUM QUALIFICATIONS
Education:

Possession of a bachelor’s degree from an accredited college or university.

AND

EITHER I

Experience:

The equivalent of one (1) year full-time experience as a Library Assistant Manager in the County of Alameda classified service.  

OR II

Experience:

The equivalent of one (1) year full-time experience as a Librarian III in the County of Alameda classified service.

OR III

Experience:

The equivalent of eighteen (18) months’ full-time experience as a Librarian II in the County of Alameda classified service.

OR IV

Experience:

The equivalent of three (3) years full-time, responsible professional-level library experience.

Special Requirement:

Employees in this classification may be required to work evenings and weekends.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

  • Library materials and formats in general use.
  • Library automation and circulation applications, functions, and practices.
  • Library business methods, procedures, and practices, including circulation and reference services, collection management, and community outreach. 
  • Current technical services trends and practices.
  • Budgeting and resource management principles and practices.
  • Tools and trends of selection and cataloging.
  • Technology and equipment used in a public library, including common consumer hardware and software.

  • Create reports and make presentations on library services and materials.
  • Identify opportunities and take action to build strategic relationships with community groups and members.
  • Classify and catalog library materials in various formats.
  • Analyze trends and adapt to changes. 
  • Learn, operate, troubleshoot, and train others on common consumer hardware and software and library-specific technologies.
