DESCRIPTION

This classification specification describes the journey level of the Healthy Homes Community Development Technician flexibly staffed series. Under general supervision, the employees are responsible for performing a wide variety of technical and paraprofessional duties associated with childhood lead poisoning prevention, asthma trigger reduction, accident prevention, and health-related housing programs, and performing related duties as required.

DISTINGUISHING FEATURES 

This classification is part of a two-level flexibly staffed classification series of the Healthy Homes Community Development Technician classifications located in the Community Development Agency and reports to the Healthy Homes Manager. The Healthy Homes Community Development Technician II is expected to gain experience coordinating community engagement activities and demonstrate proficiency in the areas of eligibility, monitoring, training, and ability to work independently. 

The Healthy Homes Community Development Technician II is distinguished from the Healthy Homes Community Development Technician I in that the latter works under close supervision while learning the technical and journey-level duties assigned in preparation for being flexibly promoted to the II level.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Coordinates healthy housing programs that include loan processing and coordinating the completion of grant application packages.
  2. Works with employers, government agencies, and others to obtain eligibility, verification, demographic and other information regarding program applications.
  3. Ensures that trust deeds, reconveyances, covenants, conditions, restrictions, Notices of Completion, and similar documents are completed and recorded.
  4. Gathers and maintains data in computer database and produces statistical and narrative reports related to community development, housing preservation, and community health projects. 
  5. Researches property information and verify property ownership for housing programs.  
  6. Assists contractors with the application process; gather qualifying documents; and maintain database of eligible contractors/vendors, property owners, and/or health resources. 
  7. Reviews project files for completeness; enters information into database; and processes payments for contractors. 
  8. Reviews loan applications; determines eligibility, recommends approval or disapproval of loan and repayment terms; calculates loan terms if approved; prepare all necessary loan documents; and conducts loan closings.
  9. Researches information, provide suggestions, and develop drafts for revisions of program procedures and guidelines. 
  10. Assists in the preparation and submission of housing and health program contract proposals/applications to funding agencies; and assists with tracking and monitoring housing and health program funds. 
  11. Coordinates, conducts presentations, and outreaches to market Healthy Homes programs to local governing boards and councils, as well as community and neighborhood groups. 
  12. Coordinates training programs.
  13. Reviews applications for healthy homes programs; determines eligibility and recommends approval or disapproval to management staff; maintains database information. 
  14. Schedules healthy housing assessments, monitors timeliness and contract balances for assessment consultants.
  15. Conducts interviews in person or over the telephone with property owners and contractors to describe available programs; schedules appointments; and performs intake to verify program eligibility. 


MINIMUM QUALIFICATIONS


EITHER I
Experience:

The equivalent of one (1) year of full-time experience in the classification of a Healthy Homes Community Development Technician I in the Alameda County classified service.

OR II

Experience:

The equivalent of two (2) years full-time experience as Specialist Clerk I or equivalent or higher-level classification in the Alameda County classified service. 

OR III 

Experience:

The equivalent of three (3) years of full-time experience reviewing, underwriting, and processing application packages for program loans and grants; monitoring and ensuring program compliance for healthy homes projects; or related experience in public health education community development, or service-enriched housing programs. 

Substitution:

Completion of 60 college semester or 90 quarter units, which included real estate financing and/or housing and community development-related courses from an accredited college or university, can be substituted for one (1) year of the required experience in pattern III. 

License:

Employees must possess and maintain a valid California Driver’s License and may be required to drive in the performance of duties. 

Special Requirements:

Employees may be required to attend night and/or weekend meetings.
