DESCRIPTION
Under general direction, the Healthy Housing Construction Manager classification develops, assigns, and coordinates the housing preservation programs minor home repair, major home improvements/ and preservation, and lead hazard control, in the Community Development Agency’s Healthy Homes Department, and performs other related duties.

DISTINGUISHING FEATURES

The Healthy Housing Construction Manager classification is located in the Healthy Homes Division of the Alameda County (County) Community Development Agency (CDA) and reports directly to an Assistant Agency Director, Community Development Agency. Employees in this classification are  responsibilities include assigning, supervising and evaluating the work of the Housing Rehabilitation Specialists, Healthy Housing Rehabilitation Technicians, and other staff.

The Healthy Housing Construction Manager is distinguished from the next lower classification of Healthy Housing Rehabilitation Specialist III in that,  the latter classification may act as a team leader on rehabilitation projects, the former classification has oversight responsibilities for one or more housing preservation programs.  

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by the employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Assigns, monitors, supervises, and evaluates assigned staff in the commitment, progress, and completion of housing preservation  lead hazard control  minor home repair or weatherization projects. Oversees healthy housing assessments and compliance programs. 
  2. Reviews and monitors projects including inspections, assessments, construction management, contract administration, construction technology, program guidelines and procedures, Work Write-Ups, cost estimating, and the development of projects within limits of available financing; reviews and approves projects for commitment, construction contracts, requests for payments, change orders, and any project schedule changes to improve and maintain project quality.
  3. Develops, revises and implements program policies, guidelines and work standards in conjunction with other section managers and lead staff; revises and implements construction management and contract administration guidelines, construction specifications, and warranty standards; coordinates and develops programs, projects, procedures and guidelines with other agencies.
  4. Prepares, monitors, and reviews budgets, reports, workload summaries; develops projects and with the aid of other technical staff, identifies financing options, reviews the impact of changes in codes, laws, regulations, guidelines, and contract terms that affect the Housing Rehabilitation Programs.
  5. Conducts critical analysis, planning, organizing, directing and coordinating the activities of professional and non-professional employees for programs in the department.
  6. Assists in the selection and hiring of staff, trains and evaluates the work of assigned staff; manages and coordinates the resolution of complex and problem projects.
  7. Prepares and delivers presentations promoting Healthy Homes programs to clients, including owners, contracts, cities, other public agencies, and organizations; recruits and trains contractors to participate in rehabilitation projects.
  8. Develops and designs new Healthy Homes programs for the continued preservation of housing stock in County.
  9. Assumes responsibility for a variety of personnel activities, including performance evaluations, training, selection, and disciplinary actions.
  10. Maintains working relationships with federal, state, and local agencies, County departments, and community groups.

MINIMUM QUALIFICATIONS
EITHER I

Experience:

The equivalent of two (2) years of full-time experience as a Healthy Housing Rehabilitation Specialist III, or an equivalent or higher-level classification in the  County of Alameda classified service. At least one (1) year of experience must have been training, coordinating, directing, or monitoring the activities of staff.  

OR II
Experience:

The equivalent of five (5) years’ full-time experience in a public agency or private organization using public funds to rehabilitate housing stock with the responsibility for the operation and/or planning of local rehabilitation programs which serve lower-income households. Two (2) years of the required experience must have been at the supervisory or administrative level and include housing preservation project development, construction management, contract administration, construction specifications, project financing, and project cost estimation.

OR III

Experience:

The equivalent of five (5) years of full-time experience in the construction industry that involved residential real estate development, property development, project management, and finance.  Two (2) years of the required experience must have been at the supervisory or administrative level.  (Construction inspection experience is desirable.)

Certificates:

Within one (1) year of employment, the employee must be required to obtain the appropriate Lead Certification from the California Department of Health Services. 

License:

Possession of a valid California Motor Vehicle Operator's Class "C" license is required.

Special Requirement:   

Employees may be required to work some evenings and weekends.
