Under general direction, to plan, organize and direct the work of one or more units within the Central Collections Division of the Auditor-Controller Agency or the Treasurer-Tax Collector’s Department; to train collectors and/or related support staff in the more complex aspects of enforced collections and business license insurance, enforcement and canvassing; to supervise, directly or through subordinates, collectors and/or related support staff; and to perform other duties as assigned.


Collection Supervisor II's are responsible for the planning, organization and supervision (directly or through subordinates) of one or more of the major functional units of the Auditor Agency Central Collections Division or the Treasurer-Tax Collector's Department. They also review and approve performance evaluations and other personnel actions initiated by Collection Supervisor I's. Incumbents act as liaison to other County departments on matters relating to collections, as well as coordinate with County legal staff and the courts on matters relating to enforced collections.


NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.


1.  Directly or indirectly supervises collectors and/or related support staff involved in the collection of monies owed to the County; monitors work in progress, as well as completed assignments; handles the more complex collection problems.

2.  When legal action is needed to secure collection; arranges court appearance dates and schedules collectors for such appearances; monitors court appearance assignments.

3.  Audits collectors' case files for adherence to approved collection methods; monitors revenues generated by collectors; prepares and/or implements recommendations based on findings of collection case file audits.

4.  Implements new collection system procedures, policies and forms; reviews current procedures, policies and forms and recommends necessary changes; conducts staff training.

5.  Reviews changes in laws and regulations affecting collections; reviews County and other departments' policies and procedures regarding collections; provides staff with technical, legal and procedural information needed to handle complex collection enforcement problems.

6.  Communicates with other County departments to obtain information needed for collection of monies owed to the County; provides information regarding collections to other departments.

7.  Prepares and carries out seizure and sale of property to satisfy outstanding delinquent taxes (Treasurer-Tax Collector Department only).

8.  Audits Business License Tax Auditor to ensure best practices for collecting business, Utility Users Tax (UUT), Transient Occupancy Tax (TOT) and cannabis taxes due to the County.

9.  Performs audits twice yearly; interpret and ensures compliance with the cannabis ordinance as an active member of the cannabis task force.

10.  Prepares, analyzes and interprets fiscal payments within the business, UUT, TOT and cannabis sector and presents to the County Administrator's Office (CAO) for changes and/or improvements.

11.  Works with the Accountant to implement changes and training with Alcolink, ledger entries, training and creation of HdL reports to comply with these reports.

12.  Assesses yearly delinquent taxes for business license taxes including penalties and interest.

13.  Works with the department head and CAO to implement ordinance changes up to and including voter approved measures.

14.  Coordinates the annual mailing of business license renewals.

15.  Coordinates the yearly submission of delinquent taxes to the secured roll via legend attachments.


Either I

The equivalent of one-year full-time experience as a Collection Supervisor I in the Alameda County classified service.



The equivalent of five years' full-time experience in collection work, including court and supervisory experience.


NOTE:  The Civil Service Commission may modify the above Minimum Qualification in the announcement of an examination.

  • The California Revenue and Taxation Code pertaining to Unsecured Property Taxes.
  • Understanding and implementation of the Revenue and Taxation Code, the Business License Ordinance, UUT Ordinance, Hotel/TOT Ordinance and Cannabis Ordinance.
