DESCRIPTION
To plan, organize, implement, and direct the management of operational activities for one or more functional areas within the Department of Child Support Services; to develop and implement objectives, goals, policies and procedures; supervise and evaluate child support programs and services; provide staff support to higher level management within the child support services area; select, train, and provide direction to subordinate supervisory, technical and clerical staff within multiple units; and to perform related work as required.

DISTINGUISHING FEATURES

This position has full second line supervisory and management responsibility in the child support program area in the Alameda County Department of Child Support Services. Positions in this class have responsibility for recommending and developing goals, objectives, policies, procedures and priorities related to the child support program in assigned functional areas and are responsible for implementing these objectives through lower level supervisors. Incumbents also resolve difficult administrative problems and coordinate assigned activities with other divisions, outside agencies and community groups. The class of Child Support Program Manager is distinguished from the next higher one of Deputy Director in that the latter class has overall administrative responsibility for establishing departmental program policy and setting departmental goals and objectives.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, directs, assigns, supervises, monitors, trains and evaluates the activities of supervisory and line staff.

2. Recommends, plans and participates in the development of goals, objectives, policies, procedures and priorities within child support services functional areas.

3. Organizes, coordinates, directs and supervises functional operational activities of the child support program consisting of multiple units ensuring conformance to policies and procedures established by higher level management, Federal and State law, and County ordinances.

4. Analyzes and develops solutions to operational problems across functional areas.

5. Provides responsive, high quality service to County Employees, representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner.

6. Evaluates the quality and results of services provided; monitors expenses and leverages staff resources.

7. Reviews and approves actions or decides upon course of action in the most sensitive case matters and on more complex technical problems that could not be solved at a lower level; interprets laws and regulations for staff, clients, public, and outside organizations.

8. Acts as liaison between individuals, community groups, clients, Federal, State, and County agencies to resolve problems, share information, or to facilitate integrated collaborative services to maximize resources; maximizes the use of automated systems for program operation; addresses community groups and conducts training sessions as required.

9. Researches and directs studies seeking solutions to program issues and problems; researches, directs, and manages special projects that may lead to new program methods and procedures; oversees collection of data to evaluate new techniques and procedures.

10. Reviews and participates in the selection, assignment, and training, of subordinate personnel.

11. Carries out training, performance management and employee development responsibilities with subordinate staff on an ongoing basis and stays abreast of performance management matters within assigned operational area/s.

12. Approves recommendations of subordinate supervisors or initiates recognition/disciplinary actions and resolves grievances when appropriate; participates with and informs labor organizations regarding problem resolutions, new programs, and procedures and operations issues; confers with superiors on personnel problems and policy matters and may substitute for the Deputy Director in his/her absence.

13. Ensures staff adheres to established policies and procedures.

14. Serves as site manager ensuring that building maintenance, repairs, cleanliness, and security are accomplished; briefs upper management on corrective actions taken; ensures that measures are taken to provide staff with a secure working environment both in and out of the office.

15. Participates in agency strategic planning helping to determine the scope and nature of child support services; represents the Department at meetings, conferences and public hearings; represents the Department with County, State, and Federal officials; provides information to the media and maintains appropriate public relations informing upper management as to status and content; responds to other agencies and community groups; prepares a variety of reports and correspondence.

16. Plans and conducts staff meetings, conferences, and staff development meetings; confers with other Department management to develop training strategies for multiple program implementation.


MINIMUM QUALIFICATIONS
Either Pattern I
Experience:

The equivalent of two years of full-time experience as a Child Support Supervisor II, Call Center Manager or in an equivalent or higher level class in the Alameda County classified services. (Non-classified service includes Hospital Authority and the Consolidated Courts.) (Possession of a Bachelor’s degree with a major in business or public administration, public relations, communications, social service field, or a closely related field may be substituted for one year of the required experience.)

Or Pattern II
Experience:

The equivalent of four years of full-time professional administrative experience which includes at least one year of first line supervisory experience. (Possession of a Bachelor’s degree with a major in business or public administration, public relations, communications, social service field, or a closely related field may be substituted for two years of the required full time professional administrative experience.)

Special Requirements:

1. All candidates must possess a valid California State Motor Vehicle driver’s license.

2. A thorough background investigation, including fingerprinting will be conducted of all candidates who have accepted a conditional offer of employment to ensure they are suitable for Child Support related work. A felony conviction will be disqualifying.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
