DESCRIPTION
Under general direction, to plan, coordinate, and administer the Office of Acquisition Policy (OAP), a division which oversees outreach, contract and labor compliance, and public/private partnership contracts; supervises OAP staff and oversees daily operation; provides specialized consultation; serves as liaison to County of Alameda (County) agencies/departments, contractors, community-based organizations, and other jurisdictions; and to perform related duties as required.

DISTINGUISHING FEATURES

This is a single-position classification located in the General Services Agency (GSA) and reports to the Chief Deputy, Administration, General Services Agency.  The Contract Compliance Supervisor develops, implements, and maintains policies, procedures, and systems related to the OAP.  The position provides oversight of the County’s Small Local and Emerging Business (SLEB) waiver process and manages consultants and professional services contracts.  The Contract Compliance Supervisor operates independently from project and construction management functions.  This classification is distinguished from the lower-level classification of Contract Compliance Officer by its supervisory and management responsibilities.

EXAMPLES OF DUTIES
NOTE: The following are typical duties performed by employee in this classification.  The employee may not necessarily perform all duties listed; however, they may perform other related duties at an equivalent level.

  1. Coordinates and directs the day-to-day, operations, and staff of the OAP, including business outreach, contract and labor compliance, and public/private partnership contracts. 
  2. Supervises, trains, develops, evaluates, and disciplines subordinate staff. 
  3. Keeps abreast of and monitors compliance with federal, state, and County contracting laws, regulations, policies, and procedures; recommends updates, modifications, and enhancements to policies and programs, as appropriate. 
  4. Develops and implements OAP policies, procedures, goals, and initiatives, including SLEB and local vendor participation programs. 
  5. Implements and maintains an effective compliance system to ensure compliance with regulations and policies for construction, procurement, and professional services contracts, including applicable federal and state contracting and labor requirements. 
  6. Provides specialized and technical consultation to GSA staff and other County agencies/departments regarding acquisitions, contracts, and contract and labor compliance matters. \
  7. Assist County agency/department staff in the preparation of Requests for Proposals/Quotes/Qualifications (RFP/Qs), bids, contracts; reviews RFP/Qs to ensure that solicitations include all required California Public Contract Code, Labor Code and equity program provisions. 
  8. Conducts solicitations for and administers service contracts that support OAP operations, including but not limited to outreach, technical assistance, project labor agreements, and labor compliance services. 
  9. Manages sensitive and highly complex projects, contracts, and related services. 
  10. Serves as liaison to County agencies/departments and other jurisdictions and represents GSA, and the County at meetings and hearings related to OAP programs and contract and labor compliance matters.
  11. Compiles and analyzes procurement data, , including but not limited to SLEB waiver issuance, local vendor contracting, and outreach activities; prepares programmatic and statistical reports.
  12. Provides consultation on post-award contract administration and monitors contractor performance to ensure compliance with applicable federal, state, and County laws, regulations, policies, and contract requirements. 
  13. Prepares and presents various written reports and presentations to diverse audiences. 
  14. Coordinates with procurement staff to ensure that County policies and procedures, including the Uniform Procurement Manual, are up to date.
  15. Procures and oversees consultant contracts for the administration of the Contractor Technical Assistance Program and the Project Stabilization/Community Benefits Agreement. 

MINIMUM QUALIFICATIONS

EITHER I 
Experience:

The equivalent of three (3) years of full-time experience as a Contract Compliance Officer or higher in the County’s classified service. 

OR II

Education:

Possession of a bachelor’s degree in business administration, public administration, or a related field from an accredited college or university. 

AND

Experience:

The equivalent of four (4) years of full-time, increasingly responsible experience in construction management, contract compliance, equity programs, or industrial relations, including oversight and coordination of outreach and contract administration projects.  At least one (1) year of this experience must have been at a supervisory level. 

Substitution

The equivalent of four (4) years of additional full-time experience may be substituted for the required degree on a year-to-year basis.

License:

Possession of a valid California Motor Vehicle Operator’s license. 

Special Requirements:

Must be willing to travel to various locations within and outside the County and attend meetings/events outside of standard business hours.
