DESCRIPTION
Under general direction, performs a wide variety of professional and administrative complex research and analysis of criminal justice information and activities and assists in the coordination and utilization of police systems; plans, coordinates, and evaluates departmental programs; trains sworn personnel on crime analysis and criminal apprehension; provides training on the use of tracking systems; and supervises a small team of crime analyst staff.

DISTINGUISHING FEATURES 

The Senior Crime Analyst is a non-sworn classification that is located in the Sheriff’s Office and reports to a Lieutenant or Captain.  This classification will have overall responsibility of Crime Analyst staff located at an assigned Real Time Information Center (RTIC) within the Sheriff’s Office.  In addition, this classification will be responsible for overseeing the transactions that will be handled by subordinate staff.  The Senior Crime Analyst classification specializes in analyzing the more complex criminal justice information and activities and converting raw data into valid criminal intelligence information. 

This classification is distinguished from the next lower-level classification of Crime Analyst in that the latter is responsible for handling the day-to-day crime analyst transactions while the former is a first-line supervisor, exercising the full range of supervisory responsibilities of the day-to-day operations of the center.  Senior Crime Analysts are responsible for supervising a small team of Crime Analysts, Crime Technicians, or other paraprofessional or clerical staff.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Supervises, directs, coordinates, and evaluates the work of Crime Analysts, Crime Technicians, or other paraprofessional or clerical staff, to include routine duties and support team efficiency. 
  2. Conducts in-depth analysis of crime data, including patterns, trends, and series, and identify correlations to support strategic decision-making.
  3. Evaluates records of communications, such as telephone calls (call detail records and cell site location information), to plot activity and determine the size and location of criminal groups and members.
  4. Collaborates with other law enforcement agencies (federal, state, and local) to gather and validate information related to ongoing investigations, share information, coordinate intelligence, and improve situational awareness.
  5. Links or charts suspects to criminal organizations or events to determine activities and interrelationships.
  6. Establishes criminal profiles to aid in connecting criminal organizations with their members.
  7. Assists in establishing systems for the collection and reporting of departmental performance measurement statistics and activities.
  8. Utilizes analytical tools and techniques to process large datasets and extract actionable intelligence.
  9. Prepares comprehensive reports and makes presentations to departmental staff and the public summarizing analytical findings for internal and external stakeholders.  
  10. Examines social media services and websites to determine the owner/user and to identify criminal activity online.
  11. Uses open-source intelligence websites for phone numbers, addresses, email addresses, and other data.
  12. Stays updated on emerging trends in criminal activities, technology, and methodologies to enhance analytical capabilities.
  13. Assists in developing and implementing crime prevention strategies based on data-driven insights.
  14. Provides support during criminal investigations by identifying potential suspects and connections between cases and/or offenders.
  15. Maintains confidentiality and adheres to ethical standards when handling sensitive information.
  16. Facilitates training sessions for sworn and non-sworn staff to enhance analytical skills and stay abreast of industry best practices. 
  17. Testifies in criminal proceedings.
  18. May perform other duties as assigned.

MINIMUM QUALIFICATIONS
EITHER I
Experience:

The equivalent of three (3) years of full-time experience in the classification of Crime Analyst within the Alameda County classified service.

OR II
Education:

Possession of a bachelor’s degree from an accredited college or university with major coursework in business or public administration, criminal justice, forensic science, quantitative analysis, or a closely related field to the work.  

AND 
Experience:  

The equivalent of four (4) years of full-time experience involving crime data collection, statistical research, and analysis, and working with criminal intelligence automated systems design and implementation in a criminal justice, law enforcement, or military intelligence-related setting, one (1) year of which must be in a lead or senior capacity.

Substitution:

Additional experience as outlined in Pattern II above may be substituted for education on a year-for-year basis.                                                        
License/Certificate

  • Possession of a valid California driver’s license is required. 
  • A Department of Justice Crime and Intelligence Analysis certificate from an accredited college or university is desirable.  
Special Requirements:

  • Must pass a thorough background investigation.
  • Employees must be willing to be on call.
  • Employees may be required to work evening, night and rotating shifts, including weekends and holidays during emergency or critical incident situations, and may be called upon with short notice.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

  • Microsoft Office Suite, such as Excel, PowerPoint, or similar programs.
  • Methods and techniques used in researching, compiling, sorting, evaluating and analyzing statistical, theoretical, and factual criminal and offender information.
  • Computer operations including proficiency in Windows, Geographic Information System (GIS) mapping and other geographic information systems, word processing, spreadsheet, statistical analysis, and database applications.
  • Basic principles and practices of employee supervision, training, and development.
  • Distinction between crime patterns, series, and trends.
  • California Penal Code and California Vehicle Code.
  • Business English and statistical mathematics.
Ability to:

  • Understand relevant legal and ethical considerations in intelligence and crime analysis.
  • Multi-task and operate in a fast-paced, dynamic environment with rapidly changing priorities. 
  • Work independently as well as collaboratively in a team environment and effectively interface with various stakeholders, ranging from patrol detectives to command staff.   
  • Compose written reports demonstrating criminal trends and patterns that have developed.
  • Communicate effectively both orally and in writing that includes making oral presentations.
  • Analyze a variety of criminal information received from various sources and formulate theories regarding criminal trends, patterns, and perpetrators.
  • Collect and evaluate criminal intelligence information to develop criteria to measure the reliability of such information.
  • Read and interpret maps and other geographic information systems.
