DESCRIPTION

Under general supervision, to plan, direct, manage, and evaluate the Transportation and Parking Unit.  Manages the Transportation Demand Management (TDM) initiatives aimed at helping employees travel to and from work with less stress from traffic and parking, lower costs, and reduce our climate impact; and performs related work as required.

DISTINGUISHING FEATURES

The Transportation and Parking Manager is a single-position classification in the General Services Agency (GSA) reporting to the Logistics Services Manager. The employee in this classification will be responsible for overseeing county parking structures and providing day-to-day supervision of staff who provide services and support within parking facilities.

The Transportation and Parking Manager classification differs from the next higher classification of Logistics Services Manager in that the latter is responsible for the overall administration, program management, and budget for sustainability projects, the County of Alameda’s (County) Shuttle System, Parking Facilities Operations, Motor Vehicle, Messenger Services, and other programs and services (e.g., Property and Salvage).


EXAMPLES OF DUTIES

NOTE: The following are typical duties performed by the employee in this classification.  The employee may not necessarily perform all duties listed; however, may perform other related duties at an equivalent level.

  1. Develops and evaluates operational policies and procedures for the Transportation and Parking Unit, and continuously implements process improvements.
  2. Conducts research through focus groups, surveys, and other feedback mechanisms; and prepares statistical reports and presents findings to various stakeholders.
  3. Manages the outreach and communication to County employees (web content, newsletters, etc.).
  4. Oversees, monitors, and evaluates contracts and vendor management to ensure compliance and efficiency, including third-party parking management companies and last-mile shuttle operators.
  5. Handles day-to-day logistics of the parking facilities operations, which includes over 2,000 vehicle parking spaces and process and technology improvements for parking operations.
  6. Supervises messenger, parking, and designated clerical, administrative, and other internal staff.
  7. Ensures legal compliance with federal transportation law, regional air quality law, and site-level hazard analysis.
  8. Manages last-mile shuttle program, including customer satisfaction, route efficiency, and program effectiveness.
  9. Assists in the preparation and administration of the budget for the unit.
  10. Responds to customer concerns; identify breakdowns in internal processes and systems that directly impact customer service and provide solutions.
  11. Assists in grant development and monitoring to ensure compliance with grant requirements (e.g., running reports and providing data in relation to parking, etc.). 


MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited college or university with a bachelor's degree with major course work in public policy, urban planning, public or business administration, supply chain management, transportation management, or a directly related field;

AND

Experience:

The equivalent of three (3) years of progressively responsible full-time professional experience, including evaluation, research, and/or program implementation, in a public agency or private firm in the field of transportation, parking or logistics coordination; at least (1) one year of the required experience must include supervising the work of others.

Substitution:

Two (2) additional years of full-time professional work experience as outlined above may be substituted for the education requirement.

Certificate/License:

Possession of a valid California State Motor Vehicle Operator's license is required.
