DESCRIPTION

This specification describes a classification which performs and/or manages the performance of various complex auditing, fiscal accounting, collection, or clerk-recorder functions within the Auditor Agency.

DISTINGUISHING FEATURES

This class is located in the Auditor Agency and performs, manages and sets policy for a broad range of specialized activities. These include: County-wide budget and accounting services, grants fiscal administration, audits of county operations, contractors and special districts, EDP audits, administration of central payroll, benefits, tax analysis, cost allocation, fiscal systems, clerk-recorder, claims, contracts or collections functions.

These positions differ from those in the accounting and auditing series in that they require the exercise of managerial skills and/or perform specialized functions well above the journey level expected of the latter. These positions may also assist in policy formation and implementation, and direct the work of professional, paraprofessional or clerical staff performing auditing, accounting, administrative, collection or recording assignments.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.


1. Prepares and/or manages the preparation, analysis and administration of portions of the County budget, including coordination of budget data received from the County Administrator, County departments and Special Districts; complies data, prepares reports and makes recommendations on the technical accounting aspects of the County’s budget preparation and control.

2. Manages or assists in the management of the maintenance and auditing of financial management systems for various programs funded through Federal and State grants; supervises fiscal transactions relating to joint powers agreements to which the County is a party.

3. Coordinates and/or participates in the day-to-day direction of the County’s central accounting information systems as well as revision and development of accounting systems and procedures for the Auditor Agency and County departments/operations; assists in the coordination and/or preparation of the Annual Financial Statement of the County; maintains and/or directs the maintenance of subsidiary and control accounts for the County’s accounting fiscal information system. May serve as link leader or central processor/contact for financial functions in the ALCOLINK system.

4. Plans or assists in planning, organizing and directing field audit programs or the performance of internal audits of County operations; aids staff in problem solving and reviews all aspects of such work.

5. Manages or assists in the management of the County’s employee payroll and benefits system, including preparation of fiscal control and personnel management information and reports.

6. Oversees or aids in the direction of the preparation and maintenance of fiscal documents relating to assessed valuations, computation and application of tax rates and the apportionment of County-collected taxes; supervises or assists in the supervision of adjustments to secured and unsecured tax rolls and maintenance of debt service and bond interest accounts.

7. Prepares or manages the preparation of County-wide cost allocation plans, prepares departmental indirect cost rate proposals; assists departments in the preparation of reimbursements claims for submission to State and Federal agencies.

8. Designs and implements EDP audits as well as serves as EDP technical advisor to internal audit staff; develops, maintains and applies software programs for using the computer to help perform departmental audits; evaluates internal control of data processing systems, and provides EDP controls consultation to departments.

9. Manages or assists in the management of County or contracted collection efforts including accounting, maintenance of trust accounts, maintenance of automates collection and fiscal systems, and general administrative and planning tasks.

10. Manages or assists in the management of County Clerk-Recorder functions including accounting, maintenance of trust accounts, maintenance of automated recording and fee collection systems, balancing receipts and disbursing collected funds to appropriate State and City entities, and general administrative and planning tasks.


MINIMUM QUALIFICATIONS

Either I

Education:

Possession of a Bachelor’s degree from an accredited college or university (180 quarter units or 120 semester units). Concentration in accounting, business administration, finance or a closely related field is desired.

And

Experience:

The equivalent of one year full-time experience as a Senior Auditor or in an equivalent or higher class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority and the consolidated Courts.)

Or

Experience:

The equivalent of three years full-time experience in a professional accounting, auditing or administrative position. Supervisory experience is highly desired. Additional experience may be substituted for the degree on a year for year basis.

Or II

Education and Experience:

Any combination of education from an accredited college or university and relevant experience as described in patterns above. Supervisory experience is highly desired.

License:

Possession of a valid California Motor Vehicle Operator’s License.

Special Requirements

Employees may be required to provide their own means of transportation to and from work assignments.
