Under general direction, to plan, organize, and direct a varied and complex departmental accounting program; to prepare a variety of complex accounting statistical, and narrative reports; to supervise directly and through subordinates a staff of clerical, paraprofessional, and professional subordinates; and to do related work as required.    


Positions in this class are assigned responsibility for the total fiscal record-keeping program of a department having extensive and varied accounting functions.  They differ from positions in the lower class of Senior Accountant, in that incumbents of positions in the latter class carry responsibility for only a portion of a complex program or are entirely responsible for a much smaller activity, and do not supervise professional-level staff.  Supervising Accountants supervise professional accountants and paraprofessional and clerical personnel. They receive guidance and an over-all evaluation of work results from top departmental administrative levels.


NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, organizes and supervises the accounting functions for a department or agency having extensive and varied accounting and record-keeping functions.
  2. Examines, analyzes, and makes recommendations on fiscal operations of a department or agency; develops and maintains procedures and forms for fiscal transactions, record keeping, and budgetary control; develops, maintains, and analyzes cost accounting systems for use in preparing annual budgets, cost reports, and other departmental needs; may assist in the preparation of annual budgets, including accounting and statistical analysis and justification; reconciles highly complex accounting systems.
  3. Supervises directly and through subordinates, professional, clerical, and paraprofessional personnel; organizes, assigns, approves, and reviews work; develops procedures for workflow; trains new employees; evaluates the performance of all assigned staff; participates in the selection process of new employees and; makes recommendations on personnel transactions.
  4. Organizes, assigns, and reviews work performed by staff in connection with payroll, personnel records, labor and materials coding, original fiscal entries, ledger entries, purchasing and payments, revenues and funds, and routine accounting and statistical reports.
  5. Prepares a variety of highly complex periodic and special reports and financial statements.




The equivalent of one (1) year of full-time experience as a Senior Accountant in the Alameda County classified service.



The equivalent of two (2) years of full-time experience as a Senior Auditor in the Alameda County classified service.



Possession of a Bachelor’s degree from an accredited college or university with specialization in accounting, finance, or another closely related field.  



The equivalent of four (4) years full-time, increasingly responsible professional accounting, auditing, or administrative experience that included significant accounting/fiscal duties and responsibilities, one year which must have been in a supervisory capacity.

NOTE:    The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.  

Knowledge of:  

  • Generally accepted accounting principles, governmental accounting and auditing principles, theory, and procedures.
  • Cost accounting principles and systems.
  • Computer accounting systems.
  • Principles of public administration, personnel management, and business office management.
  • Computerized accounting systems to track accounting transactions and to generate/retrieve final reports.
  • Working knowledge of computer spreadsheet and word processing applications.
