DESCRIPTION
Under general direction, plans, coordinates, assigns, evaluates, and supervises the work and operations of the cashiering unit, managing the receipting, processing, accounting, and reconciliation of the countywide Treasurer’s deposits and property tax payments.  This position is responsible for assisting with the remittance processing, vault operations, and performs other related work as required.

DISTINGUISHING FEATURES

The Fiscal and Cashiering Supervisor classification is located in the Treasury Division of the Alameda County Treasurer-Tax Collector and reports to the Treasurer-Tax Collector Accounting and Operations Manager.  The incumbent serves as a first-line supervisor of  Accounting Specialists and/or cashiering support staff, and has subject matter knowledge in the areas of remittance processing and vault operations. This classification is distinguished from the Treasurer-Tax Collector Accounting and Operations Manager classification in that the latter has overall responsibilities of the cashiering unit, remittance processing, and vault operations.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by the employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Supervises and trains subordinate cashiering staff in the receiving and processing of tax payments and treasury deposits, counting large sums of money, bundling currencies for deposits to banks, and balancing cash, checks, electronic fund transfers, and credit card payments received and processed.
  2. Prepares the daily cash deposits to the bank with subordinate cashiering staff, following all established cash handling and internal controls.  Resolves banking problems arising from cash and check deposits.
  3. Reconciles the daily tax collections and deposits in an Excel spreadsheet.  Classifies collections according to tax types and miscellaneous receipts by revenue accounts, agency trust funds, and unapportioned funds.  Submits collection summary reports to the Tax Accounting Unit.  Works with Tax Accountants when imbalances occur between Cashiering system and ITD reports.
  4. Prepares the Alcolink deposit journal to deposit daily tax receipts and collections.
  5. Assigns staff to serve the public at windows.  Assesses daily workload and delegates staff to meet deadlines.
  6. Verifies tax payments made by credit card and electronic check to the daily collection reports.  Outstanding balances on the collections report are reconciling items to the monthly reconciliation of deposits and collections.
  7. Prepares statistical summary reports of the tax collector’s daily collections.
  8. Maintains sufficient quantities of silver and currency; orders cash as needed.
  9. Verifies the treasurer and tax collector teller’s turn-in-cash.  Reconciles cash with teller’s balance sheets and prepares the daily cash deposit to the bank in double custody with the cashiering staff.
  10. Verifies the total of tax collector’s collections against the total checks and cash received.  Transmits verified files to ITD so the payments will be posted to the tax roll and generates reports.
  11. Reconciles the amount of check 21 (image check deposit) to be transmitted to the bank for both the tax collector and treasurer’s collections.
  12. Provides reconciliation reports to tellers.  Verifies tellers’ cash drawer’s reconciliation and turn-cash; receives the total amount from system cash, signs off on the teller’s cash balance sheet, and stores cash in the vault.
  13. Opens and closes the vault door.
  14. Responsible for updated cashiering systems.  Gives permission to access the cashiering applications, as needed.
  15. Performs supervisory duties in the absence of the Treasurer-Tax Collector Accounting and Operations Manager, supervising the daily activities of all Cashiering, Remittance Processing, and Vault Operations Unit staff.
  16. Performs other duties and tasks as assigned.

MINIMUM QUALIFICATIONS
EITHER I

Experience:

The equivalent of one (1) year of full-time experience in the classification of Accountant in the County of Alameda classified service. 
OR II
Experience:

The equivalent of three (3) years of full-time experience in the classification of Accounting Specialist II in the County of Alameda classified service.
OR III
Experience

The equivalent of five (5) years of full-time increasing responsibility in cashiering operations, including handling large amounts of cash, client facing experience, reconciliations of accounts and managing an enterprise level application for cashiering systems, including one (1) year of supervisory experience.

Substitution:

Possession of a bachelor’s degree in accounting or a closely related field may be substituted for two (2) years of the required experience.

KNOWLEDGE AND SKILLS

Knowledge of:

  • Modern office organizations, methods, practices, and procedures. 
  • Basic accounting procedures and methods of recording receipts and deposits, and balancing them.
  • Mathematical problem solving, including but not limited to: volume receipt of cash and checks, returned checks from banks, balancing cashiers, and solving any cash differences.
  • MS Office and relevant applications/systems related to the work performed. 
  • California Revenue and Taxing Code as applied to the functions of the Treasurer-Tax Collector. 
  • Principles of personnel management.
