Mental Health Services Manager

The Department of Mental Health and Addiction Services seeks qualified individuals for the position of Mental Health Services Manager, at the Whiting Forensic Hospital.   POSITION # 117933.  This position is location at the Whiting Forensic Hospital, located in Middletown, CT.  This is a full-time, forty (40) hour per week position.  The Work Schedule is, as follows:  Monday thru Friday from 8:00 a.m. to 4:30 p.m. 

This individual will provide oversight to the plant operations and fiscal services unit. This individual will perform the following functions:  assists in formulating program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws; oversee facility contracts; evaluates staff; maintains contacts with individuals both within and outside of the fiscal and administrative departments who might impact on department activities; coordinates fiscal management functions including budget preparation and management, accounting and financial reporting and analysis; may participate in strategic planning; may be a member of standing committees.

In the Department of Mental Health and Addiction Services, this class is accountable for managing fiscal/administrative functions and activities of a mental health facility.

Manages administrative and fiscal direction of a mental health facility; assists Superintendent or Fiscal Director in formulating policy and procedures governing general administration and management of institution; coordinates preparation for Joint Commission on the Accreditation of Hospitals and other accreditation surveys; develops and manages a system for ongoing administrative self-assessment and corrective action between accreditation surveys; confers with and advises clinical leaders on problems of operation management and control; carries out programs and policies of Superintendent; plans and directs administrative activities necessary for development of new mental health programs and/or expansion of existing programs; directs formulation and administration of facility budget; inspects facility building and grounds to ensure effective and efficient services and proper utilization of properties and resources; prepares, maintains, and exercises facility disaster plans; may assume a leadership role in program development by planning and coordinating both administrative and programmatic components; may serve in absence of Fiscal Director or Superintendent; performs related duties as required.

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of principles and practices of public administration; considerable knowledge of principles and practices of mental health facility administration; considerable knowledge of mental health policies and systems; considerable knowledge of Joint Commission on the Accreditation of Hospitals and other relevant accreditation standards; considerable interpersonal skills; considerable oral and written communication skills.

Eight (8) years of experience in business administration or health care administration involving responsibility for financial management or budget development.

Four (4) years of the General Experience must have been in a professional organization that provides mental health or intellectual and developmental disability services or general hospital administration.

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in Public Health, Public Administration, Business Administration with a specialization in health services or hospital administration, or a Master of Social Work with a concentration in either administration or policy and planning may be substituted for one (1) year of the General Experience.
