At the Connecticut Department of Energy & Environmental Protection, we are dedicated to conserving, improving and protecting our natural resources and the environment and increasing the availability of cheaper, cleaner and more reliable energy.Within the Bureau of Water Protection & Land Reuse (WPLR), our mission is to work together for the restoration, protection and conservation of Connecticut’s water and land resources for current and future generations.

WPLR is currently looking for a Seasonal Resources Assistant at our downtown Hartford Office, located at 79 Elm Street, across from historical Bushnell Park. 

This position will work for the Remediation Division on a wide variety of remedial programs. The Remediation Division oversees the investigation and remediation of environmental contamination.  The Division sets standards and establishes procedures for documenting the cleanup of contaminated sites to meet Connecticut’s Remediation Standard Regulations.  The ultimate goal is to protect, human health and the environment,  through adequate reduction of risk from historical contamination.  The Remediation Division is responsible for the regulatory oversight of hundreds of contaminated sites across Connecticut.  

This position is thirty-five (35) hours per week, Monday-Friday, 8am-5pm (daily hours negotiable).

Pay Rate: $11.00 - 14.00 per hour based on education and experience. No benefits.

Duration of position:  6 months or 1030 total hours.

Selection Plan

This position is non-competitive. Open to the public.

The selected candidate must be fluent in English and be at least 18 years old. 

The selected candidate must possess and maintain adequate physical flexibility, strength and stamina to perform the duties (including work outside in inclement weather, work outside for extended periods), and work well with other staff and members of the public.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection and at the Connecticut Agricultural Experiment Station as a limited duration employee, performs one or more of a variety of tasks and assigned duties of a seasonal nature.

EXAMPLES OF DUTIES

Duties Include: Significant Hazard Notification Program: Seasonal employee assists the Significant Hazard Notification Program Leads on obtaining, organizing, researching, and updating the current status of sites within the hazard program.  This includes tracking milestones and conducting outreach to determine the status of the hazard, along with writing internal Departmental memos and various types of letters to property owners.  Seasonal employee would work closely with the Significant Hazard coordinator and Significant Environmental Hazard Workgroup.   

Property Transfer Program: Seasonal employee assists Remediation staff in performing tasks associated with the Property Transfer Program.  This includes, screening for potential enforcement on sites that are not in compliance with the reporting requirements of the Property Transfer Program.  Once enforcement has been determined, the seasonal will assist the enforcement coordinator on generating the necessary enforcement documentation.  Seasonal employee will help manage data entry on property transfer sites. 

 Miscellaneous Remediation Task: Seasonal employee assists the records management coordinator on file management tasks.  They may work with a project manager on large cleanup projects to gather and organize information on site history, participate in the planning and logistics of the Remediation roundtable, and gather EPA reporting requirements for sites within the RCRA program.  Other remedial programs/duties seasonal employees may be involved in on a daily basis include: the potable water program, brownfield redevelopment, environmental land use restrictions, and engineered controls.

Ability to follow instructions.

PREFERRED QUALIFICATIONS

Preferred candidate would have college level course work/or experience in environmental science, geology, hydrology, biology, sustainability, and environmental policy;  preferred skills include Microsoft office suite and ArcMap GIS experience would also be beneficial;  preferred candidates should have the ability to work independent but also in a team setting.  

SPECIAL REQUIREMENTS

1. Incumbents in these classes who are assigned as patrol persons or supervisors of small recreational units will perform emergency first aid as needed and will be required to obtain and retain a Basic First Aid Certificate.

2. Incumbents in these classes may be required for certain positions to meet any of the following:

a. Proof of possession of a valid Motor Vehicle Operator license.

b. Possession of a valid license to apply pesticides.

c. College training in a specific field.

d. Emergency Medical Technician (EMT) certification may be required by specific State facilities.

3. Incumbents performing patrol officer functions must currently possess Police Officer Standard Training (POST) certification or be eligible for POST recertification without completing the Basic Training program again (i.e. must be current or retired within two (2) years of last POST certified required employment) or Connecticut State Police (CSP) Academy certification (must be current or retired within two (2) years of last CSP certified required employment). Must pass a seasonal patroller training course as approved by the Connecticut State Police.

4. Incumbents performing lifeguard services must have and retain an American Red Cross (ARC) Lifeguarding Certification (includes CPR for the Professional Rescuer and Basic First Aid). An EMT or MRT certification may be substituted for the CPR and First Aid requirements.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must possess and maintain adequate physical strength and stamina to perform the duties of the class.

2. Incumbents performing lifeguard services must be able to demonstrate American Red Cross (ARC) waterfront lifeguarding swimming skills.
