Introduction

The Department of Developmental Services has a current job opportunity for a DS Director of Service Development and Support position based out of Central Office in Hartford. This position will provide direction and management of the agency’s core purchase of service contracting and individual budget units.

This position is available to current agency employees only. 

This is a  full-time forty (40) hours per week position. The work schedule is Monday-Friday, 8:00am-4:30pm; however, must be flexible in order to meet the needs of the agency. 

Must have a valid Driver's License.  Travel will be required.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services, this class is accountable for directing and managing program and service development efforts of the department.

EXAMPLES OF DUTIES

This position provides direction and management of the agency’s core purchase of service contracting and individual budget units; coordinates, plans and manages activities, including formulation of program goals and objectives; develops standards for service authorizations; manages development of cost standards for self-hired staff; interprets and applies statewide contract cost standards; develops or assists in the development of related policy and procedure; interprets and administers applicable statute and regulations; evaluates staff; manages accounting and funding for major unit, including development of regional allocations; develops rates of reimbursement for supports and services; works closely with regional directors and assistant directors in service development, planning and implementation; maintains contacts with individuals both within and outside of the agency who might impact program activities, particularly Fiscal Intermediaries, qualified providers, regional directors of self-determination programs, and case management staff; performs related duties as assigned.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of current trends and practices regarding provision of integrated, supportive community based services to persons with developmental disabilities; considerable knowledge of state, private and community human service programs particularly those which provide services to individuals with intellectual or developmental disabilities or services needed by individuals with intellectual or developmental disabilities to function in the community; considerable knowledge of training and development principles, methods and techniques;  considerable interpersonal skills; considerable oral and written communication skills; considerable organizational and administrative ability; considerable ability to develop action plans to implement executive program priorities; considerable ability to plan, organize, direct and effectively coordinate and evaluate all program and staff development activities of department; considerable ability to direct and manage process of determining staff development goals and objectives based on department new program initiatives.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional employment in the provision of human service or education programs (e.g. residential, day, clinical or case management services) for persons with intellectual or developmental disabilities.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the above experience must have been in a managerial capacity with responsibility for planning, developing or coordinating such services for persons with intellectual or developmental disabilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. A Bachelor's degree may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in public administration or a behavioral science such as psychology, rehabilitation therapy or social work may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

• Strong managerial skills

• Demonstrated ability to manage a large volume of work and prioritize effectively to achieve results in a set timeframe

• Considerable computer skills, especially with Excel and Access

• Experience  with contract or individual budget authorizations

• Demonstrated familiarity with DDS waiver programs and services

• Considerable interpersonal skill

• Excellent oral and written communication skills

• Knowledge of relevant state and federal laws, statutes and regulations

• Substantial knowledge of current trends and practices regarding provision of integrated, supportive community based services to persons with intellectual or developmental disabilities

• Familiarity with state, private and community human service programs particularly those which provide services to individuals with intellectual or developmental disabilities

• Demonstrated ability to assess program development and modification needs

• Considerable capacity to develop action plans to implement executive program priorities
