The North Lake Tahoe area is an outdoor recreation mecca, boasting numerous rivers, lakes, public parks, hiking and biking trails, and the greatest concentration of ski resorts in North America. Tahoe City sits on the shore of Lake Tahoe at the headwaters of the Truckee River (Lake Tahoe’s only outlet). This distinctive locale also has diverse education options, close-knit communities, and a small town feel with access to fine dining, shopping and myriad cultural activities.


This recruitment is being conducted to fill a Management Analyst II vacancy in the North Lake Tahoe location of the County Executive Office.  This position will report to and provide support to the Deputy County Executive Officer, Lake Tahoe. This North Lake Tahoe-based position is different in scope than typical management analyst responsibilities, with less focus on departmental budgets and more focus on coordination of service delivery in a discrete region of Placer County.  Some of the typical duties of this position include, but are not limited to, the following:

  • Analyze Tahoe tourism economic data;
  • Identify trends and make policy recommendations;
  • Participate in and lead various committees, as needed;
  • Research and apply Land Use and Public Code; including implementation of streamlining opportunities; 
  • Support implementation of various County and regional plans in the Lake Tahoe region;
  • Establish stakeholder presence for business associations and economic development opportunities; 
  • Act as a direct liaison with CEO administration - fiscal/budget activities;
  • Design and build statistical economic models for the Lake Tahoe region;
  • Lead activities that lead to generation of revenue to facilitate economic development and other County goals;
  • Networking and event participation with property and business owners and County partners;
  • Prepare draft agreements, contracts, presentations, reports, spreadsheets, and PowerPoint presentations;
  • Represent the County at various meetings, including local, state, federal, and regional agencies;
  • Track legislation that impacts eastern Placer County and economic development news, and;
  • Assist with program and project implementation, including contract development and management.

To act as an analytical resource in support of assigned County departments in the budget review, analysis, monitoring process; to serve as the liaison between the County Executive Office and assigned departments; to support assigned departments in strategic planning, organizational and policy review, staffing considerations and other assigned projects by providing research, guidance, and tactical advice; to conduct research and analysis for County-wide programs and special projects; and to act as a positive and effective team member.


This is the full journey level class within the Management Analyst series.  This class is distinguished from the Management Analyst I by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the County Executive Office.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.
This class is distinguished from the Senior Management Analyst in that the latter has program responsibility for specialized programs/projects, performs the most complex and sensitive analytical duties, and exercises technical and functional supervision over professional staff and direct supervision over clerical and technical staff.


Receives direction from a Deputy County Executive Officer, Principal Management Analyst, or Senior Management Analysts.
May exercise technical and functional supervision over assigned professional, technical, and clerical staff.


  • Review assigned department’s budgets as a representative of the County Executive Office and as a resource to the department; analyze department’s budget requests, confer with department staff, position the department budget in relation to the County’s budget, goals, objectives and strategies.
  • Assist assigned departments in the preparation of budgets; work with the department staff to prepare the budget documents; participate in the effective design and composition of the budget documents, recommend layout, advise staff on areas of emphasis; support department in the development of the presentation and its justification of proposed budget.
  • Participate in monitoring department’s adherence to approved budget; review financial reports and accounting documents periodically for accuracy; identify any needs for adjustments or modifications to the approved budget; make recommendations, provide support and research alternatives for departments. 
  • Serve as a liaison between the County Executive Office and assigned departments; review and analyze agenda items and memorandums and provide guidance regarding appropriateness, presentation, and overall effectiveness; assist and participate in the prioritization and organization of departmental requests to the Chief Executive Office and the Board of Supervisors. 
  • Assist in organizational reviews within assigned departments; provide support and advice regarding strategic planning, identification of staffing needs and growth estimates to ensure consistency with County goals and priorities; identify alternative solutions, prepare recommendations and assist department in implementing recommended and/or mandated changes.
  • Conduct a variety of administrative, productivity and efficiency studies related to budget process, performance audits, management reviews, and administrative analyses of operational systems and procedures. 
  • Conduct research and analysis on a variety of issues and topics requested by departments, the County Executive Office or the Board of Supervisors; participate in special projects; research issues, document findings, and justify recommendations. 
  • Monitor, research, review, and analyze existing and new legislation and examine its affect on the County’s operations; make recommendations and provide alternatives to the County, departments, or special project team consistent with legislative guidelines and requirements. 
  • Respond to requests for information from within the County as well as federal, state, and local agencies; research, analyze, and present information as requested. 
  • Attend and participate in various board, commission and committee meetings as assigned and as a liaison from the County Executive Office. 
  • Prepare agreements, contracts, financial spreadsheets, correspondence, reports, charts, graphs and presentations; respond to questionnaires and surveys; establish and maintain documentation and records as appropriate. 
  • Facilitate the development and implementation of county-wide programs and projects at the department level; coordinate meetings and project activities; assist departments in identifying goals, objectives, activities and outcomes. 
  • Conduct analyses and policy review as requested by assigned departments or by supervisor; identify opportunities for improvement and make recommendations. 
  • Represent the County Executive Office or assigned departments at designated meetings, workshops, and/or task forces as necessary. 
  • Maintain awareness of and participation in external professional environment and resources to ensure the highest level of professional standards are applied to service delivery within the County Executive Office. 
  • Participate in special projects; may act as lead in a team project.  
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service. 
  • Perform related duties as assigned.

Experience: Two years of responsible analytical experience performing duties similar to a Management Analyst I in assigned program areas with Placer County.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, political science or a related field.

License or Certificate:
May be required to possess a valid California driver's license.  Proof of adequate vehicle insurance and medical clearance may also be required.

NOTE:  Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department.

NOTE:  Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.
