Function

Under direction of the Construction Manager, this position will be working in the development industry, providing field support for the (Developer) Donated Projects group of Charlotte Water. 

Summary

Primary job duties include observing and documenting water and sewer testing activities, generating as-built data, assisting Construction Inspectors with supplemental on-site observation and inspection, and other discrete tasks within the inspection and acceptance process for Donated Projects.  Donated Projects responsibilities include new construction of water mains/services and sanitary sewer mains/services along with the replacement, repair, and rehabilitation of existing water and sewer mains.

Major Duties and Responsibilities

Observing new water main pressure testing
Coordinating water sample collection
Observe mandrel, manhole, and low-pressure testing for sewer.
Assist in project As-built stationing and redline coordination.
Supplemental on-site observation and inspection
Handles required paperwork, including pre-construction photos, preparation and distribution of flyers and door hangers, daily reports, erosion control forms and reports, testing forms, reports, etc.
Conducts final inspection; prepares the punch list; ensures that deficient items are corrected; assists in the preparation of the record drawings; and conducts warranty inspections.  
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of water and wastewater regulations, inspections, and testing procedures.
Ability to write reports, business correspondence, and procedure manuals. 
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. 
Ability to work productively independently as well as in team settings.
Ability to read maps (topo, soils, road).
Ability to manage projects. 
Working knowledge of Microsoft Office suite, mapping systems, GIS, customer verification tools, complaint management systems, and reporting applications.
Knowledge of the Charlotte City Code related to the Design Manual and other policy documents as it relates to Customer Service, Field Operations and Engineering Division functions.

PHYSICAL DEMANDS:

The work requires exerting up to 30 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: balancing, climbing, crouching, feeling, manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, distinguishing among sounds, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity in data/color/ observations/equipment/ inspections, and walking.

Preferred Qualification

Three (3) years of related work experience with water & wastewater inspections, construction of distribution & collection systems. 
Desired certifications: collection & or distribution state certification, first aid, traffic safety, contractor safety, confined space, trenching and excavation.

Minimum Qualifications

High School Graduation or Equivalent
Three (3) years of relevant work experience.
OR
Associate degree 
One (1) year of relevant work experience

Licenses, Certifications or Registrations: 
Requires valid driver’s license and acceptable driving record.
