Summary
The Technology Services Officer (TSO) ensures effective operations of information technology throughout all life-cycle phases to meet the business needs of the City of Charlotte. Responsibilities include consulting with client departmental leadership to understand and achieve strategic business objectives, ensuring alignment of technology initiatives with approved strategies and standards, managing budgets, developing, and adhering to technology governance, and participating in or overseeing the procurement of technology in accordance with City requirements.
The position will report directly to the Deputy CIO of Technology Operations and will lead Enterprise Infrastructure (Data Center environment, Network, Cloud Services, Telecommunications) and End User support. Alignment with IT Security will be a priority ensuring risk remediation activities are executed.
Major Duties and Responsibilities
- Manages and directs IT related activities for the city’s 24/7/365 environment.
- Provides direction and support for daily operational activities of the technology department including customer service, network security, network infrastructure, application development, evaluation and implementation of new software and technologies.
- Facilitates strategic planning for departmental initiatives. Recommends technology to meet current and future needs.
- Develops and manages division level plans, personnel services, and budgets (operating, and capital budgets).
- Manages the full life cycle of technology assets and develops plans, policies, and investment programs, along with long-range financial plans for systems growth, replacement, and migration.
- Collects, analyzes, organizes, and presents complex data.
- Interacts with stakeholders and other departments across the organization to identify opportunities to enhance services

Preferred Qualification
- Progressively responsible experience managing a large IT team in a 24/7/365 environment
- Experience managing the full life cycle of technology assets
- SME knowledge of enterprise level (hardware/software) systems, servers, storage, cloud services, network infrastructure, etc.
Minimum Qualifications
High School Graduate or Equivalent and nine years related work experience
OR
Associate's Degree with seven years related work experience
OR
Bachelor's Degree and five years related work experience
OR
Master's Degree and three years related work experience, or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
