Housing & Neighborhood Services focuses on creating vibrant, diverse neighborhoods through the delivery of five major service areas: Community Engagement, which works to create successful neighborhoods where people of diverse backgrounds and incomes can build successful lives; Code Enforcement, which works to improve the appearance of communities and maintain standards of living; Housing Services, which provides housing and other programs and services for families residing in the City of Charlotte; CharMeck 311, which provides important information and services for customers in the City of Charlotte and Mecklenburg County; and Youth Programs, which works with youth and young adults in the community to provide resources and opportunities for growth and upward mobility.

Summary

The Corridors of Opportunity Community Engagement Lead is responsible for developing internal and external engagement strategies, assisting, and facilitating conversations, and executing effective decision-making within the Corridors of Opportunity program. The Community Engagement Lead works hand in hand with both the Corridors of Opportunity Program Team and the Neighborhood Engagement Service Team to create positive community change through our engagement model of information sharing, planning, resource delivery and celebration of community efforts. 

Neighborhood Engagement Service Team staff are advocates, relationship managers, connectors and a first point of contact working directly with residents, neighborhood and business associations, civic groups, community-based organizations, City, County and partner agencies and others to assist with organization and capacity building, project implementation, strategic engagement, area revitalization and quality of life initiatives. The Corridors of Opportunity Team demonstrates the City of Charlotte’s commitment to supporting equitable investment, holistic neighborhood revitalization and the ability for long-term Corridor residents to stay-in-place within the six identified corridors (Beatties Ford Road, West Boulevard, Albemarle Road, Sugar Creek Road, North Tryon/North Graham Street, Freedom Drive/Wilkinson Boulevard).
  
The Corridors of Opportunity Community Engagement Lead will direct the engagement strategies for the city’s Corridors of Opportunity. The ideal candidate is strategic, detail-oriented, collaborative, and multidisciplinary with a thorough understanding of City of Charlotte decision-making structure. They can think outside of the box, problem solve, and make decisions quickly and thoughtfully with both the community and city interests in mind. 

Major Duties and Responsibilities

  • Partner with Corridors Lead, Corridor Program Manager and the Corridor work teams to create a cohesive point of view to effectively communicate and engage the community. 
  • Partners with Corridors and Neighborhood Engagement Service Teams for Corridors communications. 
  • Design and coordinate Corridors of Opportunity engagement strategies, activities, and associated timelines
  • Plan community events, workshops, and other events in collaboration with communications and other applicable staff.
  • Attend community meetings and provide resident updates and insights into the Corridors program.
  • Coordinate pertinent projects with applicable staff including input, feedback, and implementation opportunities.
  • Track engagement metrics, outcomes, and expenditures within the overall Corridors budget.
  • Represent the Corridors of Opportunity Program on specific projects as needed, providing direction and oversight as it relates to the overall Corridors Program.
  • Foster relationships with community, internal, and non-profit leaders to anticipate needs and to create a cohesive and collaborative working approach.
  • Provide information about available City and partner agency resources and help facilitate connections where possible.
  • Ensure timely consideration of opportunities and effective leverage of programs within the Corridors of Opportunity. 
  • Provide input and expertise on engagement and with decisions to support Corridor strategies.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

  • Ability and desire to establish effective team-based working relationships with coworkers, partners, foundations, community volunteers, residents, and elected officials. 
  • Proficient written and verbal communication skills including ability to facilitate meetings and focus groups with diverse participants with confidence, emphasizing mutual understanding, accuracy, diplomacy, and context sensitivity.
  • Experience preparing and delivering presentations and information in front of groups and the ability to convey technical information effectively to the public. 
  • Demonstrate the ability to handle multiple tasks, align strategies and concepts, and work independently to move forward initiatives, projects, and tasks.
  • Ability to perform a variety of duties, often changing from one task to another of a different nature.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Teams, and other virtual meeting platforms.
  • Strong customer service skills.
  • Meet schedules and deadlines of the work promptly.
  • Ability to work evenings and weekends as needed.

Preferred Qualification

  • Graduation from an accredited four-year college or university. Degree in urban planning, business administration, public administration, social work, education, or related field preferred.
  • Experience preferably in business, public service, government work, social work, or related field.
  • Knowledge of urban design and revitalization desired.
  • Bilingual (Spanish) a plus, but not required.

Minimum Qualifications

High school graduation or equivalent and three years relevant work experience OR associate degree and one year relevant work experience OR Bachelor's level degree.
