Introduction

The position will report to the Application Development and Integrations Manager for the City of Charlotte’s Innovation and Technology (I&T) department as part of the Enterprise Applications division. The Middleware Administrator (Application Administrator Sr.) is responsible for the installation, configuration, and ongoing maintenance of the Biztalk environment. This includes designing and deploying secure and reliable solutions for customers. Duties include creating, configuring, and managing enterprise-level Biztalk applications, configuring adapters and pipelines, developing orchestration solutions, monitoring performance, managing message routing and system security, and resolving technical issues. The Biztalk Administrator will be expected to identify the end-of-life of the software, research future middleware solutions, and plan well in advance to ensure automation is not interrupted. The administrator will assume responsibility for future middleware solutions.

The Middleware Administrator must possess the interpersonal skills to develop and maintain adequate working relationships with internal customers, peers, and managers. Customer engagement is a core responsibility of this position, along with skills in the intake and prioritization of work in a dynamic environment.

Major Duties and Responsibilities

  • Identifies and researches future systems technology and serves as subject matter expert on the Microsoft BizTalk platform.
  • Ensures Windows and BizTalk patches are applied appropriately.
  • Design and implement solutions and refine procedures as appropriate.
  • Evaluate software, troubleshoot problems, and provide technical expertise for optimal performance of equipment.
  • Provide technical consultation on current and proposed platform-based solutions.
  • Develop proposals and work estimates for changes to application functions or processes.
  • Understands and implements Microsoft best practices.
  • Leads technical assessments with partner agencies in identifying business requirements; ensures delivered solutions meet performance expectations.
  • Develops and maintains purpose-based documentation, which can range from high-level diagrams to highly technical, detailed system schematics & troubleshooting guides.
  • Develops and maintains build documentation for application installation and configuration.
  • Evaluate new application technologies and make recommendations when those would provide a better value to the organization. 
  • Interacts with stakeholders, technology peers, and other departments to identify opportunities and drive growth.
  • Demonstrates excellent communication skills.
  • Performs related work as required.

Knowledge, Skills & Abilities

  • Experience administrating BizTalk Server 2016 and Apache ActiveMQ
  • Knowledge of patching and upgrading Microsoft software such as Windows Server
  • Understanding of PL/SWL (Oracle) and Transact-SQL (Microsoft)
  • Skills in developing software using .NET framework (C#, VB.NET); XLANG/s (Biztalk), Extensible Stylesheet Language (XSL); Powershell, Visual Studio, and XML
  • Knowledge of source code control procedures (Git, bitbucket, TFS)
  • Excellent troubleshooting and problem-solving skills.
  • Knowledge of backup, restoration, and disaster recovery principles and procedures
  • Knowledge of TCP/IP Networking
  • Performing various duties, often changing from one task to another of a different nature; Ability to self-organize to meet schedules and deadlines of the work. 
  • Experience in Boomi is a plus. 
  • SOA architecture is a must

Preferred Qualification

  • Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field
  • Five (5) to Seven (7) years of experience in applications/systems administration, including specific experience with the type of system being administered (ERP, CRM, CAD, etc.)

High School Graduate or Equivalent and nine year(s) of related work experience

2 Year College Degree and seven year(s) of related work experience

OR

Bachelor's Level Degree and five year(s) of related work experience

OR

Master's Level Degree and three year(s) of related work experience  or any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
