Summary

This position exists to assist the Joint Operations Center Manager in managing the personnel and programs to manage the day-to-day operations of the Airport Operations Center, activates the Airport Emergency Operations Center, and plans, monitors, and guides the coordination of joint response to operations, incidents and emergencies. The Assistant JOC Manager supervises and directs the work of the Airport Operations Center Supervisors, Coordinators, and Agents and oversees the development of staff. Under emergency conditions, reacts quickly, and calmly to protect persons, property, and ensure compliance. Requires effective skills to lead and motivate a diverse staff, exercises considerable independent judgement and initiative, and maintains effective working relationships with stakeholders and the public.

General Information:
Primarily works standard office hours Monday through Friday.  Work required at other times for supervision, training, special events, irregular operations, inclement weather and emergencies. Subject to emergency call backs for work. 
This position is deemed essential.
Some job functions may be done through telework, however primary job functions require in-person/on-site work.
Valid driver license in state of residence and ability to obtain and maintain a City driving permit.  
Must successfully pass and maintain an active Security Threat Assessment (STA) and Criminal History Records Check (CHRC). Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Major Duties and Responsibilities

1. Assists in the management of the Joint Operations Center to promote situational awareness and facilitate collaborative decision making among all airport stakeholders and multiple agencies and jurisdictions. Assist in managing the day-to-day operations of the Airport Operations Center which provides communication, coordination, and dispatch functions for all airport operations including 9-1-1 emergency (police, fire, medic), security, airside, terminal, landside, ground transportation, customer service, bus dispatch, gate management, and facility maintenance; activates the Airport Emergency Operations Center and coordinates with the Emergency Operations Manager; plans, monitors, and guides the coordination of the joint response; coordinates with tenants of the JOC. Assist in the oversight the JOC building needs, access, and functionality. Facilitates and/or participates in any projects for the development of the JOC. 
2. Supervises and directs the work of the Airport Operations Center Supervisors, Coordinators, and Agents. Ensure all personnel have proper training and tools to perform their duties efficiently and effectively. Oversees the professional development of staff to support their overall engagement, development, and goal achievement. Deliver employee performance reviews by established dates. Oversees recruitment, hiring, on-boarding, coaching, counseling, disciplinary, and termination processes of personnel. Formulate comprehensive and concise instructions/procedures in both oral and written form. Create and update policies and procedures and make recommendations for improvements in security, safety, and efficiency. Ensure enforcement of airport rules and regulations that govern the Joint Operations Center.
3. Responds to and participates in airport emergencies and irregular operations, establishes priorities, and makes timely decisions under stressful conditions to emergencies and incidents of various size, scope, and scale. Takes charge until relieved by a higher authority. Coordinates and assists the notification and communication efforts in emergency operations and irregular operations. Opens the Airport Emergency Operations Center (AEOC) as directed and serves as liaison between the Airport Operations Center and the Emergency Operations Center. Ensures that response is in compliance with Airport Emergency Plan (AEP) and standard operating procedures and follows the National Incident Command Systems (NIMS) protocols. Reacts quickly, calmly, and exercises independent judgement and initiative to protect persons, property, and ensures compliance. Conducts and participates in required emergency response training and exercises related to airport operations, emergencies, and security.
4. Assists Joint Operations Center Manager with 24/7/365 administrative responsibilities and follows the directives of the Joint Operations Center Manager. Serves as the in-charge manager in the absence of the Joint Operations Center Manager. 
5. Assist in managing the systems and technologies needed to properly monitor airport systems, make appropriate notifications, promote situational awareness, and facilitate collaborative decision making. Ensures optimal functionality aligned with industry best practices; ensures proper systems and equipment readiness; oversee the planning, design, and operational testing of new AOC/AEOC facilities and systems. Assists in the oversight of the airport radio system assignment of frequencies, radios, and talk groups, oversees the coordination of radio interoperability with other agencies, and serves as a member of the UASI Radio Communications Council on behalf of the Airport. 
6. Assists in the contract management for the Airport Emergency Notification System. Manages the distribution lists and rules that regulate emergency notifications. 
7. Collaborate with Planning, Engineering, and Facilities to ensure the continuity of airport operations and federal compliance. Participates in planning activities, development, design review, construction, and ensure transition from construction to operation and maintenance. Ensures all Planning, Engineering, and Facilities activities are in compliance with public safety communication standards, identify hazards, and implement mitigation strategies. Review all construction safety phasing plans and participate in the Construction Logistics Impact review panel. Coordinate with Facilities for work orders, system and facility maintenance.
8. Coordinates with airport tenants and stakeholders for impacts to operations. Supports and actively participates with internal and external work groups and other Airport divisions to develop plans of action and response to various issues including but not limited to, security, dispatch, access control, construction, incident notification and response, and rule enforcement. 
9. Assists in the development and management of section budget, resource requirements, and purchasing.
10. Leverages contract service providers to support operational goals, maintain desired service levels, and takes action, when needed. 
11. Other duties, as assigned. 

Knowledge, Skills & Abilities

Thorough knowledge of Incident Command System (ICS) and National Incident Management System (NIMS).  
Knowledge of FARs Part 139, TSR Part 1542 and airline and airport operations.
Considerable knowledge of airport operations and telecommunications to include Computer Aided Dispatch (CAD) and radio systems.
Skills to communicate effectively orally and in writing.
Skills to efficiently manage multiple priorities and tasks.
Skills to effectively lead and motivate a diverse staff.

Physical Requirements:
This position is sedentary in nature and may require prolonged periods of sitting. Lifting of less than 25 lbs, such as books and laptops. On an occasional basis physical activity may include reaching, lifting, kneeling, squatting, standing and twisting. Works in a dimly lit room without windows.  Must be able to operate and monitor communications equipment, such as data terminals, computers, radios and telephones.  May be exposed to chemicals, fumes, solvents, machinery, moving objects/vehicles, dust, slippery/uneven surfaces and excessive noise. 

Preferred Qualification

Major course work in emergency management, aviation, transportation, business, public administration, or related field. Experience in airline and/or airport Operations, emergency management operations, including but not limited to Airport Operations Center, Emergency Operations Center, and Communications Center and must include a minimum 3 years of direct supervisory experience.

Experience in public safety telecommunications, preferred. AAAE C.M., A.C.E.-Operations, or A.A.E., preferred. 

Minimum Qualifications

High School Graduation or equivalent and seven years relevant work experience

OR

Associate's Degree and five years relevant work experience

OR

Bachelor's level degree and three years relevant work experience

OR

Master's level degree and one year relevant work experience
