Introduction

The goal of the City of Charlotte's General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

Summary

The City of Charlotte's General Services Department, Engineering Services Division is seeking up to two (2) Engineering Program Managers.  The successful candidates for this position will be responsible for effective and efficient implementation of all assigned transportation projects and other planning and design assignments, as well as management of technical and support staff.  

Major Duties and Responsibilities

  • Manage staff and resources committed to the implementation of projects identified in the Capital Investment Plan.
  • Establish work plans, goals, and objectives, and provide technical and managerial support to Project Management staff, and general support to other Program Managers within the Division.
  • Work with client Departments to develop project budgets and submit funding requests for future capital needs.  Monitor project progression and evaluate project performance.
  • Assist in efforts to develop policies, procedures, and guidelines for Engineering Services project management processes.
  • Provide opportunities for staff growth by facilitating internal and external training and mentoring opportunities.
  • Participate as a standing member of the Engineering Services Leadership Team and take an active role in helping to set policy.
  • Assist the Engineering Services Division Manager and Assistant Division Manager in leading the division.
  • Ability to establish and maintain effective working relationships by being proactive and diplomatic with other city employees, outside agencies, and the general public both verbally and in writing.
  • Supervise, lead, and mentor professional and paraprofessional engineering staff.
  • Provide expert technical advice, information, and consultation in field of specialty to consultants, contractors, engineers, other City officials, and the public regarding applicable procedures, regulations, and standards.
  • Ability to act as a visionary leader, build consensus, empower employees, be flexible and manage conflict as well as meet deadlines.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

  • Progressive responsible leadership and organizational experience in program administration and managing large, complex capital projects, with a demonstrated ability to effectively direct and guide teamwork effort.
  • Ability to facilitate and provide leadership for staff, committees, and citizen groups.
  • Ability to analyze complex administrative, operational and policy issues, make sound recommendations for resolution and effectively implement.
  • Computer skills using Microsoft Office Suite Products (Word, Excel, Access).
  • Experience using and providing support for AutoCAD or related software.
  • Ability to communicate with strong interpersonal skills such as tact, active listening, respect, and calmness.
  • Ability to plan, prioritize and organize work and complete assignments with minimal supervision.
  • Key competencies for success include team oriented, collaborative, creative, flexible, proactive, strong communicator, responsive, approachable, comfortable managing conflict, innovative, aligned with organization, and ability to perform effectively in a fast-paced/high-pressure environment.

Preferred Qualification

  • Engineering project planning, design, and management experience demonstrating progressive responsibility in civil engineering or municipal capital improvement projects with consistent past successes in capital project management.  Progressively responsible leadership and organizational experience with a demonstrated ability to effectively direct and guide teamwork effort.

Minimum Qualifications

  • A bachelor’s degree in engineering or a related field with a minimum of five (5) years of related experience or a master’s degree in engineering with a minimum of three (3) years of related experience. Requires registration as a Professional Engineer (PE). 

Salary

  • $91,237 - $114,046 Commensurate with experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
