Summary
The Charlotte Fire Department Human
Resources Division is seeking an Human Resources Generalist to serve in a
cross-functional position to provide support and ownership of the CFD,
Promotional Process, FMLA/PPL, Recruitment/Onboarding, Performance Review and
Development and HR Administrative functions.
The primary responsibility of the
Human Resources Generalist is to ensure
that the city of Charlotte and CFD attracts, hires and retains the best
employees. The primary focus for this
position is to perform and assist with annual promotional processes within the CFD
while working collaboratively with the CFD HR Manager and HR staff on broad
strategies and analysis to support and achieve departmental recruitment,
promotional process and performance goals. This position requires a strong
customer service orientation with a proactive mindset, attention to detail and
optimal time management skills that allow strong performance in a fast-paced
environment.
Major Duties and Responsibilities
Recruitment/Onboarding
- Assists with application/resume screening.
- Schedules
interviews, builds assessment center books, participates in interview panels.
- Enters new hires and interns into Peoplesoft,
requests City Driving Permits, schedules CityView.
- Conducts
applicant reference checks and prepares Civil Service documents for new
hires.
- Coordinates logistics for hiring and promotional
processes (including assessor lodging & expenses, transportation, lunches,
training material).
- Oversees scheduling of polygraphs, physicals,
uniform fittings, and conducts background checks.
- Provides assistance to the CFD Recruiting
Team (Applicant Testing & FPAT).
- Builds/maintains
applicant new hire files.
Promotional Process
- Updates promotional process information, drafts
score letters, opens application processes, conducts promotional
background checks.
Performance Review and Development
- Oversee PRD process & monitor due dates/correspondence
with supervisors
HR Administrative
Knowledge, Skills & Abilities
- Solid ability to conduct,
recommend and guide managers on different types of interviews.
- Identify, analyze, and provide recommendations on
recruiting processes and procedures.
- Knowledge of general hiring practices and procedures.
- Knowledge of human resources, training and recruiting
best practices, policies, and procedures.
- Knowledge and experience working in human resources
with a concentration in recruitment.
- Possess good organizational and time management skills.
- Knowledge of City of Charlotte Recruitment processes or recruitment software is a plus.
- Strong oral, written communication, interpersonal, and
team skills combined with effective communication strategies.
- Must be proficient in Microsoft Office, Excel, PowerPoint and Outlook.

Physical Requirements:
- Essential
and marginal functions may require maintaining physical conditions

crawling, reaching, pushing, and pulling when performing tasks.
- Adequate
vision, hearing, and speech required.
Sensory Requirements:
Concentrated and
attentive use of one or more senses (visual, audio, and other sensory
modalities) for proofreading, data entry, and tabulating data.
- Ability
to operate in an environment with frequent interruptions from people
and/or noises, which in return could result in some level of stress,
fatigue, or strain.
- Comprehensive
written information in work-related documents.
- Ability
to hear, understand, and distinguish speech.
Working Conditions:
Work is performed in an
indoor or outdoor environment with moderate exposure to atmospheric conditions,
moderate exposure to environmental conditions and frequent exposure to computer
screens, files, and phone.
Preferred Qualification
- Experience
with City of Charlotte Recruitment processes and PeopleSoft or recruitment
software is a plus.
- Equivalent
combination of training and development and recruiting experience
- Recruiting
experience with a concentration in Human Resources.
Minimum Qualifications
Requires a bachelor's degree with three years of experience in Human Resources, Recruiting or
Business/Public Administration or five years or more of equivalent experience in Human Resources.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
