Summary

This position provides Occupational Safety and Health Administration (OSHA) observations, evaluations, training, and consulting for management and employees of Charlotte Water.  Work involves developing and delivery of safety practices and safety training programs including security and emergency actions; establishing safety protocols for water and wastewater treatment; training on special programs (trenching, confined space, LO/TO, Hazcom (PSM), driving practices); conducting safety incident reviews; and ensuring compliance with safety regulations.  This position makes sure safety staff is trained and programs are in compliance.

Major Duties and Responsibilities

Leads, coordinates, and/or supports periodic review, development, and maintenance safety/physical security compliance programs, emergency plans, and safety training programs.
Works with utility staff, City-County agencies, and other partners to develop and maintain Charlotte Water (CLTW) databases and other records. 
Organizes, coordinates, supports, documents, and evaluates utility and inter-agency safety/emergency training drills and exercises. 
Visits construction job sites; inspects equipment; and observes to see if protocols are being followed.
Provides specialized training programs such as those for trenching, confined spaces, etc.
Manages contract security monitoring and patrol force.  
Plays a key role on the CLTW Incident Command Team and is essential to utility operations; conducts accident reviews; and sets up trending system for Workers Compensation issues.
Conducts research, collaborates with diverse employee groups, and prepares analytical reports, procedures, job aids, and other guidance documents. 
Performs backup operation of security video and ID badge/access control systems.
Ensures equipment inspections are conducted for Field Operations.
Serves as a backup CLT Water representative with various local and state agencies, committees, and teams. 
Acts as a CLT Water security and emergency preparedness liaison in Char-Mec and NC Water WARN regional coordinator.
Maintains relationships with federal, state, and local emergency management agencies. 
Provides training for staff.
Assists with International Organization for Standardization (ISO) team regarding procedures and practices.
Assists with administrative functions such as assisting with the safety budget.
Serves as a certified instructor for the environmental department as a "Green Initiative" instructor to lead City of Charlotte’s going green initiative as needed.
Updates training and policies to ensure compliance.
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of computers and software applicable to position.
Knowledge of incident command systems. 
Skill in utilizing industry-related business systems software including Web EOC, Everbridge, SharePoint/Drupal, and My Success.
Skill in communicating, both verbally and in writing.

PHYSICAL DEMANDS:
The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: balancing, climbing, crouching, hearing, kneeling, mental acuity, speaking, standing, stooping, expressing ideas by spoken word, shouting above noises, visual acuity in color, and walking.

WORK ENVIRONMENT:
Work is performed dealing with crisis situations that require making decisions involving people, resources, and property.  Requires working indoor and outdoor with some exposure to weather elements, noise, or odors; working after hours (subject to call-back), on weekends, and on holiday during actual/potential security/emergency issues.

Minimum Qualifications

Bachelor’s degree from an accredited school.

Five (5) years of related work experience in emergency planning and developing written policies and training programs, preferably in the public sector.

Licenses, Certifications or Registrations: 

Requires a valid driver’s license along with an acceptable driving record.

Prefers credentials as Certified Safety Professional (CSP).

Desires completion (or complete within required time frames of hire date) of advanced FEMA NIMS ICS courses1 00, 200, 300, 400, 700, and 800 training.
