Summary

The position reports to the Director of Compliance Services.  It is responsible for coordinating, administering and assisting with the development, implementation and execution of quality standards, qualitative performance measuring, benchmarking and score card reporting.  Responsible for monitoring, inspecting, and proposing measures to correct or improve processes. This role will monitor and maintain nonconformance processing through records and tracking systems, including root cause and corrective actions, document quality assurance activities with internal reporting and audits, and identify training needs and take action to ensure Department-wide compliance. Pursue continuing education on new solutions, technology, and skills.

Major Duties and Responsibilities

  • Perform comparative analyses of fiscal spend and operational performance data; and analyze and interpret financial and statistical data and operating results.
  • Perform spend analysis on contracts, purchase orders and invoices to identify trends and forecast new contract opportunities.
  • Perform analysis on subcontractor utilization to identify trends and gaps and to identify business development opportunities.
  • Provide contract management support with monitoring and enforcing compliance to contract requirements including but not limited to data integrity, reporting, insurance, bond, billing and/or payments to subcontractors.
  • Track and analyze transactional data to ensure accuracy and completeness of business reporting.
  • Analyze data and information and draw logical and objective conclusions, perform root cause analyses and report recurring issues to management.
  • Assist in the development of quality assurance standards and department processes.
  • Create quality measurements to track improvements.
  • Execute quality improvement testing and activities.
  • Monitor and coordinate the application of preventative controls and corrective actions.
  • Foster, cheerlead a “quality culture”.
  • Identify training opportunities and needs.
  • Pursue personal education of new skills technologies and solutions.


Knowledge, Skills & Abilities

  • Proven understanding of risk, auditing and gap analysis, tracking benchmark and baseline data, measuring and evaluating effectiveness of existing controls, and implementing automated reporting mechanisms
  • Proficiency with Microsoft Office software (Word, Excel, Outlook, PowerPoint).
  • Proficiency with Tableau, Power BI, Access and Power Automate 
  • Effective oral, written communication and presentation skills (drafting reports, newsletters, handbooks, etc.).    
  • Ability to efficiently multi-task while maintaining personable skills in a rapidly changing work environment.  
  • Ability to proactively develop solutions to matters that may arise while maintaining an analytical open-minded approach. 
  • Ability to work independently and collaboratively with all levels of the organization. 
  • Organization, critical thinking, problem solving, time management skills
  • Common sense approach to interpreting and applying laws, regulations, policy and procedures
  • Knowledge of quality assurance terminology, methods, and tools
  • Analytical, problem-solving, and decision-making skills

Preferred Qualification

Requires a bachelor’s degree and one year of experience or a master’s degree with work, military, and/or job specific experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.  Experience with project management and control processes, information systems, auditing and reporting is highly desired; should be able demonstrate a high-level of creating and working effectively with spreadsheets and databases. Knowledge of and experience working on an enterprise-level activities are preferred.  Negotiation experience and knowledge of the laws pertaining to construction and contract management is highly preferred.  Professional certification, such as Six Sigma, Certified

Minimum Qualifications

Bachelor's Degree and one year related work experience
