Introduction

The Charlotte Planning, Design, and Development Department is responsible for planning activities for the City of Charlotte and portions of Mecklenburg County, an area covering over 300 square miles and serving more than 875,000 residents.

Summary

The Planning Department is seeking an Associate Planner to join the Entitlement Services Division. This position will have a range of responsibilities in conjunction with the City of Charlotte’s Rezoning Program which includes preparation and analysis of zoning cases and ensuring zoning compliance throughout the city. These responsibilities may involve the following: technical writing, planning research and analysis, plan review, development proposal review, policy development, meeting facilitation, and geographic information services support. This position will help support the preparation of the Council agenda and packets for the monthly Zoning Meeting and provide maintenance of the Rezoning website. 

Major Duties and Responsibilities

  • Coordinating and supporting the rezoning processes
  • Guiding growth and enhancing design of the City and County
  • Promoting and supporting economic development in a fiscally and environmentally sustainable manner
  • Revitalizing and enhancing neighborhoods, business areas and corridors; and 
  • Planning for the development of the Center City and other major activity center
  • Participating in multi-disciplinary teams developing regulatory approaches and recommendations
  • Reviewing consultant deliverables and testing recommendations
  • Coordinating with staff within PD&D, as well as other governmental agencies
  • Researching and analyzing regulatory approaches, and preparing reports 
  • Developing project presentations 
  • Related responsibilities may include the following: technical writing, planning research and analysis, plan review, rezoning customer service, and other tasks as needed

Knowledge, Skills & Abilities

  • Must be proficient with technology applicable to work required of the position
  • Planning background with an emphasis in the application of regulatory tools, especially zoning
  • Thorough understanding of planning policy and implementation of policy through regulations
  • Site plan review experience, with some of that experience analyzing and assessing urban rezoning petitions 
  • Analytical skills applicable to planning and regulatory projects and initiatives
  • Effective communication, both verbally and in writing, excellent public speaking and writing skills, and group facilitation skills
  • Excellent customer service skills
  • Ability to collaborate within and outside the department to achieve positive impacts on the community and facilitate multi-disciplinary teams
  • Ability to perform effectively and efficiently with moderate level of supervision
  • Website management experience
  • Proficiency in Microsoft Office Suite and ability to use ArcGIS 10.2 
  • Graphic skills, including experience and proficiency with Adobe Creative Suite
  • Providing customer service related to the Rezoning Process 
  • Ability to coordinate meeting logistics 
  • Experience creating graphic materials and GIS mapping 
  • Ability to manage the Rezoning website

Minimum Qualifications

Associate’s Degree and one year relevant experience.

Or

Bachelor’s Degree or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
