Function

The Environmental Program Inspector administers the City of Charlotte’s Flow Free Program. The EPI inspects grease traps at food service establishments and other commercial facilities. The EPI will also be heavily involved in outreach activities. 

Summary

This will involve public speaking in front of small and large groups. Responsibilities include ensuring compliance of local businesses/industries with the City of Charlotte’s Environmental Program, Sewer Use Ordinance and Grease Trap Policy; provides educational information and assistance to applicable businesses; conducts investigations in coordination with other divisions and agencies; conducts grease trap inspections as well as inspections on related equipment; contacts and informs customers of policy and program requirements; enforces program requirements and recommends compliance actions; reviews plan submittals; conducts educational presentations and seminars; assists with multi-family and other commercial source programs. Also assists with optimization initiatives such as ISO. On call work status required, including off shift and after-hours work (nights, holidays, Saturdays and Sundays). Sampling of grease trap waste, wastewater and industrial waste is also required. Utilizes computers for record keeping. Completes other duties as assigned.

Note: This is a Monday-Friday,  1st shift position, however, after a training period this job requires rotating on-call status (with work on nights, holidays, Saturdays and Sundays).

Major Duties and Responsibilities

Ensures compliance of local businesses/industries with the City of Charlotte Environmental Program and Sewer Use Ordinance including Grease Trap Policy. 
Inspects sewer lines, siphons, and other parts of the sewer system.
Inspects food service establishments/ multi-family complexes.
Enters data into tracking spreadsheet
Investigates sanitary sewer overflows (SSOs) or other irregular discharges.
Researches historical data on collection system, FSEs, or spills.
Updates database information; completes paperwork; and creates inspection reports.
Enforces program compliance.
Assists other areas of Charlotte Water.
Conducts educational outreach presentations and seminars.
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of plumbing and mechanical/industrial plant processes.
Knowledge of common computer software such as Microsoft Office Suite of products.
Skill in communicating, both verbally and in writing.
Skill in speaking Spanish (a plus).
Ability to obtain a City driving permit.
Ability to observe details and recognize violations of the code/standards.

PHYSICAL DEMANDS:
Must be able to work outside in all weather conditions, Must be able to lift and carry at least 60 pounds and walk sewer lines over rough, uneven terrain. Additionally, the following physical abilities are required: balancing, feeling, manual dexterity, hearing, kneeling, lifting, mental acuity, pulling, reaching, speaking, standing, stooping, talking, visual acuity in data/color/observations/equipment/inspections, and walking.

WORK ENVIRONMENT:
Work is performed part of the time working in an environment where errors on this job can lead to significant physical or mental consequences for self or others. Work environment may periodically have unpredicted requirements or demands. Requires working various weather conditions; working on-call as scheduled and working after hours during the evenings or on weekends.

Preferred Qualification

Degree/college level course work in a technical field such as engineering or environmental sciences
Experience in municipal FOG program or Industrial Pretreatment 
Experience in plumbing, mechanical or industrial plant processes 

Bilingual skills (English/Spanish) a Plus

Minimum Qualifications

High school diploma or GED
Three years related experience 

Licenses, Certifications or Registrations: 
Requires a valid driver’s license and the ability to obtain a City driving permit
Water and waste water certifications such as Wastewater Operators and/or Collections a plus

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
