Summary

The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partnership agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery.

The PeopleSoft (PS) Team Leader will manage the technical team supporting the City’s PeopleSoft and related platforms that currently provide payroll, time and labor, recruiting, benefits and related human resource (HR) functions for the City of Charlotte.  This position will be responsible for setting technical direction, managing day to day activities and setting strategic direction for the platform in conjunction with the Human Resources Manager.  The role also includes budgetary and personnel related management responsibilities for the PeopleSoft technical team members.  This position will report to the Enterprise Applications Officer within the Innovation and Technology (I&T) Department and will be the primary point of contact within I&T for PeopleSoft related technical solution.

Major Duties and Responsibilities

  • Technical/PeopleSoft - Provide technical leadership on both PeopleSoft specific and overall platform solution to the technical team and provide advice / guidance to the HR Program Manager in this regard; Maintains knowledge of PeopleSoft HCM functionality ensuring new value delivery and minimizing customizations where applicable; Ensure effective architectural and related technical documentation is developed and maintained to ensure on-going support for the solutions provided; Make technically sound decisions regarding infrastructure and development solution based on in-depth knowledge of the PeopleSoft environment. Take ownership and break ties for conflicting technical opinions among team member, consultants, and vendor support. 
  • Manage - Exercise overall day-to-day control of the staff and the resources of the team while balancing the priorities imposed by both the technical and business drivers and aligning work with the skills and capabilities of the staff; this often includes a matrixed management of project managers and other I&T personnel in addition to direct reports to complete tasks as necessary; Provide oversight to scope of work, level of effort, timing estimate provided by staff, and ensure they are reasonable according to normal industry practice. 
  • Supervise - Direct leadership of team members including conducting performance reviews, encouraging personal development initiatives, particularly developing related technical skills outside of PeopleSoft for effective communication with enterprise resources, ensuring alignment to cultural and policies and providing recognition and/or disciplinary actions as appropriate. 
  • Staffing - Ensure the team is fully staffed both for full time employees as well as contract personnel as needed to complete the required scope of work in alignment with the available budget and schedules. 
  • Mediate - Interact regularly and comfortably within I&T, with the HR Program Manager and team, and with the HR Governance Board to inform, alert, negotiate and maintain a continuing good relationship and shared vision for the HR support needs. 
  • Plan - Responsible for planning both tactical and strategic initiatives using the available tools and standards and for directing the development and maintenance of all plans within the team that define work, results, roles, usage of staff and funding in an optimized manner, and for actual execution in conformance to plans and the continuing update and adjustment of plans and execution to fit changing circumstances. 
  • Budget -  Responsible for I&T’s budget related to providing PeopleSoft supporting services. This includes leading the development of the budget, participation in the five-year planning exercise and ensuring spending aligns to the approved budget and follows City policies.
  • Motivate - Build a high-performing and responsible team focused on goals and needed outcomes, understanding the drivers for the program and working well with each other as an integrated unit; develop cross-trained and skilled personnel to both improve support and challenge individuals to grow.

Knowledge, Skills & Abilities

  • Three years of experience leading a technical team responsible for balancing the resolution of incidents, completing service requests and completing project tasks; effectively balancing priorities and resources.
  • Two years of technical leadership experience supporting a PeopleSoft v9.2 environment supporting the PeopleSoft Human Resources, Payroll, Time and Labor, Recruiting and Benefits modules.
  • Two years of experience in leading the PeopleSoft PUM and Tools upgrade processes in a customized environment.
  • Three years of working knowledge using incident management, service request management and project management tools and disciplines in order to deliver technical services to customers. (tools such as Cherwell Service Management, ServiceNow).
  • Good relationship and customer friendly, can-do attitude is essential.
  • Three years direct people leadership experience managing a diverse team of 10+ members comprising of functional, technical and testing resources.
  • Hands on experience with Oracle database administration, PS Administrative skills and PS development skills in a v9.2 environment; working knowledge of People Tools, People Code, the SQR language and assorted PeopleSoft support tools is required.
  • Excellent understanding of SDLC processes and tools - both Waterfall and Agile.

Preferred Qualification

  • Working knowledge of of quality assurance disciplines and skills; experience with HP's ALM suite of products a plus.
  • Experience with SAP SuccessFactors, Kronos.
  • Master's Degree with three (3) years of relevant experience.

Minimum Qualifications

Bachelor's Degree or equivalent work experience managing a complex technical solution.

$112,963 to $129,245 Commensurate with Experience
