Summary
Under general direction, the Senior Financial Analyst is a professional position responsible for performing a wide variety of analytical support duties and administrative tasks related to organizational analysis. Will conduct quantitative analyses of information impacting customer fares, sales tax, fuel tax, and fuel hedging program. Analyzes systems, procedures, and operations; designs and implements improved systems, procedures and methods.
Major Duties and Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES:

Provides a wide variety of analytical and research support from pre-existing data set sources in assigned departments or division; analyzes and makes recommendations for the solution of budgetary, fiscal, or operational concerns and issues that may result in policy development and implementation.

Communicates with stakeholders and subject matter experts to identify with current issues and opportunities for improving service delivery methods and procedures.

Analyze and project customer fares, fuel tax, sales tax revenue and expenses; and administers fuel hedging program.

Analyzes historical data from various sources to plot trends; prepares a profile of areas being studied; maps business processes and workflows; identifies and projects future needs; conducts need and gap analyses; and cost-benefit analysis for new initiatives.

Performs process and system re-engineering studies and reports; facilitates re-engineering projects and change management; conducts meetings with staff to outline program goals and objectives; provides instruction on new processes or methods; facilitates implementation of new systems through employee involvement in the change process.

Designs and produces management control systems to enhance planning, scheduling, and reporting activities; presents findings and recommendations to appropriate management staff; and produces project reports for the Chief Financial Officer of CATS.

Monitors program progress in meeting goals and objectives; conducts updates with management staff to inform of project progress, and makes adjustments as necessary.

Liaison to City Procurement to track CATS procurement requests; prepares monthly financial re-estimates.

Tracks and analyzes data and prepares spreadsheets, graphs, and reports from given data sources such as BOD contracts and other CATS divisions contracts.

May supervise staff.

Performs other related duties as may be required or assigned.

Preferred Qualification
Bachelor’s degree in Accounting, Business Administration, Public Administration or related field, and five (4) years’ experience in analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience or, a Master’s Degree with (3) years of directly related experience.
Experience in a similar position in the transit industry is preferred.
Must be able to pass a pre-employment drug test, a criminal background check, DMV report, and be eligible for a City driving permit.
Minimum Qualifications
Bachelor's Degree and three years related work experience

Salary
$82,559.00 - Commensurate with experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
