GENERAL STATEMENT OF DUTIES

PROMOTIONAL EXAMINATION FOR:  POLICE LIEUTENANT

SALARY:  $117,111.23/Yr. ($2,252.14/Week)  


This examination is open to permanent classified employees of the City of Waterbury

Individuals appointed as a result of passing the examination shall be required to serve a working test period which will be, in effect, the final phase of this examination. A passing score must be obtained on each part of the examination.

This is an important supervisory position involving responsibility for assigning work to subordinate personnel and seeing that their duties are performed satisfactorily. A Police Lieutenant must be thoroughly familiar with police work and departmental rules and regulations. The work involves responsibility for supervising the activities of other officers and exercising the necessary leadership. Directs and supervises the work of subordinate officers on an assigned shift, division, or activity; Gives instructions to subordinate officers as to methods of correcting minor faults; Visits beats throughout the City, inspects the conduct and appearance of officers and makes suggestions for better execution of assignments; Answer questions concerning departmental policies and methods; Personally, directs activities at scenes of riots, serious crimes or unusual occurrences; Reports to commanding officer any infraction of rules or regulations or of any misconduct by an officer attached to the shift and recommend disciplinary action; Takes charge until relieved at fires, riots and at the scene of major crimes; Directs raids and makes arrests; Keeps records, including identification and modus operandi and makes reports; Assumes the duties of Police Captain during the latter’s absence; Conducts internal affairs investigations; Serves as incident commander and supervises specialized units; Does other related work as assigned.

REQUIRED KNOWLEDGES SKILLS AND ABILITIES

Thorough knowledge of police methods and administration; thorough knowledge of controlling laws and ordinances and of departmental rules and regulations; demonstrated ability to command respect of subordinates; ability to direct and supervise the work of others; thorough knowledge of the geography of the City; ability to deal firmly and courteously with the public; good judgment; dependability; excellent physical condition.

REQUIRED EXPERIENCE AND TRAINING

IN ORDER TO BE CONSIDERED FOR THIS POSITION YOU MUST INDICATE ON YOUR APPLICATION THAT AS OF THE CLOSING DATE YOU HAVE THE FOLLOWING EXPERIENCE (OR WILL HAVE IT WITHIN SIX MONTHS:):  

Six (6) years’ experience as a Police Officer with the City of Waterbury Police Department, two (2) years of which shall have been in the rank of Police Sergeant.

Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform all the duties of the class.  A comprehensive medical examination, including a controlled substance screening, will be required of all newly hired applicants upon a conditional offer of employment.

This position is covered under the written agreement between the City of Waterbury and the Waterbury Police Union.  The Parts and Weights for this examination will be determined prior to conducting the exam.  Reading list is attached.  Seniority credit for this position will be in accordance with the amendment of the Civil Service Rules and Regulations.
