Introduction

PROMOTIONAL EXAM FOR: INSURANCE & RISK MANAGEMENT PROGRAMS SPECIALIST  
SALARY: $72,610.95-$86,793.86 PER YEAR (Exempt)


This examination is open to permanent classified employees of the City of Waterbury.  Individuals appointed as a result of passing the examination shall be required to serve a working test period which will be, in effect, the final phase of this examination.  A passing score must be obtained on each part of the examination.

IMPORTANT:

1. Veterans – Veteran’s points will be awarded in accordance with the Connecticut State Statute. Five (5) for non-disabled veterans, ten (10) for disabled veterans. Proper documentation must be submitted to the Personnel Director before the date of the examination.

2. Residents – Residency points shall be added in accordance with the amendment to the Civil Service Ordinances dated March 18, 2011. Proper documentation and proof of residence must be submitted no later than the closing date for applications.
 

3. Appeal Process - an applicant may appeal notice of not meeting the minimum qualifications (Civil Service Rules and Regulations, Section 3741, Subsection B, Article 9) to the Civil Service Commission within seven (7) days of the date on such notice.  Please notify the Civil Service Office of a change in address.  Notification will be mailed to the address written on your application.

GENERAL STATEMENT OF DUTIES

Work involves technical functions and administrative duties for the uniform application and compliance in facilitating the timely processing of insurance requests, recommendations and certifications while maintaining various certificate of insurance tracking systems.  The incumbent supports the City’s OSHA compliance efforts and with the city’s insured coverages policy renewals.  The incumbent will work with all departments and additionally support the City’s workers compensation and general liability programs through various administrative functions.  The work is performed in accordance with the broad policy and goals established by the Mayor, Director of Finance and Risk Manager.


EXAMPLES OF WORK

Assists the Risk Manager in insurance program compliance and processing. Reviews daily incoming correspondence, creating insurance recommendations for vendor contracts, leases and other agreements. Processes requests including builders’ risk and payment & performance bonds based on contract scope of services provided.  Reviews both initial and renewal certificate of insurances.  Provides recommendations back to respective departments for certificates not meeting requirements and monitors returns.  Maintain folders on the shared drive for future review and/or any changes to contracts, including extensions, addendums and/or re-issues as applicable.  Monitors renewal certificates for “dropped” coverages on updated/yearly certificates.  Maintains the integrity of the processing programs that have been instituted. Monitors receipt of tenant lease certificates for receipt of updated information as the coverages expire. Works closely with the City’s insurance consultant/broker on compiling information for yearly insurance policy renewals.  Communicates and coordinates with all departments to facilitate program management and compliance. Maintains database for the yearly renewal for historical reference. Supports the workers compensation and general liability self-insured programs including engagement with third party administrator(s), departments and maintenance of program spreadsheets.  Coordinates OSHA set up and processing throughout the year for efficient annual program data reporting.  Supports yearly review, updating, coordination and production of the city-wide workplace safety and OSHA compliance booklets and training modules/materials used throughout the city. Performs additional duties, projects and 
reports as needed in support of other Finance functions.

REQUIRED KNOWLEDGES SKILLS AND ABILITIES

Proficient level of knowledge of insurance requirements and processing. Knowledge of office systems and procedures including proper telephone usage, computer usage, filing and office terminology; ability to maintain complex clerical records and prepare reports from such records; ability to utilize various office automation software and applications; high level of interpersonal skills, tact and courtesy, good judgment; ability to research, understand and comply with Federal Law, State Statutes City and Office policy as they apply to applicable situations.  Ability to multi-task and willing to work collaboratively with other co-workers and problem solve.  Ability to perform complex tasks involving large amounts of data.  Ability to learn processes, industry standards and regulations. Ability to establish and maintain effective working relationships with superiors, associates, other departments, agencies and consultants.  Problem solving, reconciliation and analysis skills; Strong judgement and decision-making skills; Ability to plan and stay on track, to prioritize work, and meet deadlines; Have the ability to work successfully in a team environment; Proficient with Microsoft Office applications including Word, Excel, PowerPoint and Outlook, and financial software systems, such as Infor/Lawson as well as SharePoint.

REQUIRED EXPERIENCE AND TRAINING

IN ORDER TO BE CONSIDERED FOR THIS POSITION YOU MUST INDICATE ON YOUR APPLICATION THAT AS OF THE CLOSING DATE YOU HAVE THE REQUIRED EXPERIENCE: Excellent level of knowledge in insurance processing, risk management, OSHA processing and general knowledge of accounting processes. Three (3) years’ work experience processing Insurance, OSHA and workers’ compensation. Five (5) years’ general work experience in a high-volume multifunctional office environment.  Graduation from high school.
