EXAMPLES OF WORK

(Illustrative and not all inclusive)

A Crime Analyst performs difficult statistical and analytical research involving the use of computer applications, random statistical samplings, correlation and regression analysis and probability studies.  Work is performed with allowance for independent initiative, judgment, and latitude for selection of methods and procedures.  Gathers and analyzes crime data for crime pattern detection, suspect-crime correlations, target-suspect profiles, and crime forecasting. Makes presentations to police personnel, members of the community, and outside agencies on crime statistics and trends.  Communicates with the general public, other City employees and outside law enforcement personnel in order to collect crime information for conducting crime analyses. Produces written documents such as reports and crime analysis bulletins in order to disseminate crime statistics, suspect information and Modus Operandi (M.O.) patterns.  Writes computer programs for specific crime analysis projects.  Enters, searches, and retrieves information utilizing a terminal or personal computer in order to collate and analyze crime statistics, maintain histories of crime information, and compile crime bulletins. Sorts, separates, arranges and files police reports, crime statistics, bulletins, and articles in a prescribed manner in order to maintain a history of crime-related statistics and perform crime analysis.  Draws or letters charts, schedules, graphs, and maps to illustrate crime patterns/trends and statistical findings utilizing computer aided graphics.  Observes, compares, and monitors data including departmental reports and computer-generated statistics to determine compliance with crime analysis procedures.  Inspects and monitors computer software for proper operation. Deploy and monitor semi-autonomous drone flights, able to manually fly drone and/or land drone when necessary. Report observations of the drone flight to officers over the radio.  Inspect and repair drones for to ensure safe flights.

REQUIRED KNOWLEDGES SKILLS AND ABILITIES

Knowledge of research design methods, procedures and techniques used in statistical analysis; knowledge of statistical program languages, data processing methods, procedures and equipment; knowledge of computer software packages designed for statistical data and other computer programs, including Microsoft Office products; ability to learn the Uniform Crime Reporting processes and requirements; ability to learn the principles and practices of Police and Public Administration; ability to acquire knowledge of law enforcement needs, techniques, methods, and legal demands; ability to prepare and present graphic representations of detailed and complex statistical findings or of crime analysis results; ability to work under pressure within time constraints; ability to establish and maintain effective working relationships with fellow employees, supervisory personnel and outside agency personnel.  FAA Part 107 certified or the ability to trained and pass the FAA part107 exam, Unmanned Aircraft General – Small (UAG), to become certified; knowledge of drones, operating drones, drone maintenance, FAA rules

REQUIRED EXPERIENCE AND TRAINING

IN ORDER TO BE CONSIDERED FOR THIS POSITION, YOU MUST INDICATE ON YOUR APPLICATION THAT AS OF THE CLOSING DATE YOU HAVE THE FOLLOWING:  

Bachelor’s degree in quantitative analysis, management, criminal justice, public administration, or related degree. Must be familiar with Microsoft office products. GIS Crime mapping software is preferable. Must possess a valid driver’s license with a good driving history.

SPECIAL NOTE

This position is covered under the written agreement between the City of Waterbury and the White-Collar Union.   The Parts and Weights for this examination will be determined prior to conducting the exam.  Individuals appointed shall be required to serve a working test period which will be, in effect, the final phase of the examination. 

APPEAL PROCESS: - An applicant may appeal notice of not meeting the minimum qualifications (Civil Service Rules and Regulations, Section 3741, Subsection B, Article 9) to the Civil Service Commission within seven (7) days of the date on such notice.  Please notify the Civil Service Office of a change in address. Selection Plan

GENERAL CONDITIONS

 

1.         Applicants must complete an electronic “Application for Examination.” Job postings and applications are available at www.waterburyct.org .  Incomplete applications cannot be submitted. 

 

2.         The Human Resources Department does not formally acknowledge receipt of applications. If an applicant does not meet the minimum qualification requirements for this position, a disqualification notice will be sent.  Applicants meeting the stated minimum qualifications for the position will be notified of the date, time and location of the Civil Service examination, if applicable. Postmarks will not be accepted. Applications must be submitted by the closing date and time.

 

3.         Requirements for claiming veterans’ credits are as follows. They are applied only to passing final scores on an Open Competitive Eligible list as the following values: non-disabled veterans – 5 points; disabled veterans – 10 points. Application of veteran’s credits shall conform to Connecticut General Statutes. Form DD214 must be submitted as proof of service; no other proof of service is acceptable.  It must be submitted with the application.

 

4.         FOR ALL EXAMINATIONS five (5) points (ten (10) points for Firefighter & Maintainer I), shall be added to your final passing score if you complete the portion of the application regarding RESIDENCY and you are a domiciled resident of the City of Waterbury at the time of examination and continuously until certification into the position. The residency portion of your application must be completed by the closing date of the applications. Failure to do so may result in not receiving points.

 

5.         Applicants must be physically and medically capable of performing the essential functions of the position with or without a reasonable accommodation for which application is made.  A pre-employment/post job offer medical examination will be required for certain positions.  This will, for given positions, include a drug screen for usage of illegal narcotics.  If a candidate refuses to submit to this examination, it shall be deemed as an incomplete medical examination, and as a voluntary withdrawal from consideration for employment with the City of Waterbury.

 

6.         It is the responsibility of the applicant to advise the Human Resources Department of any change of address or status affecting eligibility for employment.  Such notification must be in writing.

 

7.         The provisions of the Civil Service Rules and Regulations of the City of Waterbury shall apply to the administration and rating of the examination, establishment of the eligible list, certification and appointment of eligibles, examination review and other procedures relating to the employment process.

 

8.         The eligible list established as a result of this announcement will normally last for two (2) years from the date such list is established by the Director of Human Resources except for entry-level Police Officer & Fire Fighter lists which will normally last for three (3) years. Any applicant refusing to accept an interview or offer of employment will be removed from the eligible list.
