Introduction

OPEN COMPETITIVE EXAMINATION FOR:   DEPUTY CHIEF SANITARIAN 
SALARY: $80,000~$95,000 PER YEAR (Exempt)

IMPORTANT:
1. Veterans – Veteran’s points will be awarded in accordance with the Connecticut State Statute. Five (5) for non-disabled veterans, ten (10) for disabled veterans. Proper documentation must be submitted to the Personnel Director before the date of the examination.

2. Residents – Residency points shall be added in accordance with the amendment to the Civil Service Ordinances dated March 18, 2011. Proper documentation and proof of residence must be submitted no later than the closing date for applications.
 

3. Appeal Process - an applicant may appeal notice of not meeting the minimum qualifications (Civil Service Rules and Regulations, Section 3741, Subsection B, Article 9) to the Civil Service Commission within seven (7) days of the date on such notice.  Please notify the Civil Service Office of a change in address.  Notification will be mailed to the address written on your application.

GENERAL STATEMENT OF DUTIES

Trains, directs and controls the responsibilities of Sanitarian I and Sanitarian II staff and performs complex inspections requiring professional knowledge and skill to promote environmental health programs and comply with City ordinance and State public health statute and code.

EXAMPLES OF WORK

(Illustrative only) 

• Reviews plans and specifications for all new or renovated eating or drinking establishments, on-site sewage disposal, swimming pools, and subdivisions to assure that plans comply with public health codes.

• Plans the work assignments for Sanitarians, supervises their activities and makes adjustments to assure that department objectives are met.

• Performs complex field inspections of establishments to assure compliance with Department policies, City ordinance, State statute and Public Health Code and FDA Food Code.

• Investigates problems discovered during inspections, and uses judgment and enforcement resources, to facilitate a swift and effective resolution.

• Monitors department activity records to prepare and submit reports to the Chief Sanitarian.

• Establishes and monitors indicators to help the Chief Sanitarian evaluate the effectiveness of programs.

• Confers and collaborates with State, federal and other municipal Health Departments to assure that the Department’s programs align with state public health policies and procedures.





REQUIRED KNOWLEDGES SKILLS AND ABILITIES

• Knowledge of the laws, ordinances and regulations pertaining to the field of environmental sanitation. 
• Knowledge of modern methods, principles and techniques of inspection work related to public health code enforcement. 
• Skill in communicating with stakeholders and partners from diverse backgrounds
• Skill in de-escalation techniques, conflict resolution and motivational interviewing in order to work effectively to resolve resident concerns.
• Must be able to plan, assign, supervise, motivate and evaluate the work of staff engaged in environmental health activities. 
• Must be able to establish and maintain effective working relationships with the general public, employees from other City departments, and representatives from environmental health agencies.
• Must be able to respond virtually, by telephone or in-person to emergencies that occur outside of working hours and direct the work of the on-call sanitarian.


REQUIRED EXPERIENCE AND TRAINING

IN ORDER TO BE CONSIDERED FOR THIS POSITION YOU MUST INDICATE ON YOUR APPLICATION THAT AS OF THE CLOSING DATE YOU HAVE THE REQUIRED EXPERIENCE:

Graduation from an Associate’s or Bachelor’s degree program and at least three years’ work experience as a Public Health Sanitarian, including at least one year experience in a supervisory capacity.
