GENERAL STATEMENT OF DUTIES

The Children’s Cabinet Coordinator establishes and serves as the staff lead for the Mayor’s Children’s Cabinet. This position secures and stewards funds to support children and families across the city of Waterbury, prioritizing neighborhoods in need of concentrated investment that may be identified by the Mayor and the Cabinet. The position is charged to identify funding opportunities, coordinate grant submissions relating to the improvement of health, educational and safety outcomes of children in the city and facilitate the operation of the Children’s Cabinet. This position reports directly to the Mayor or his/her designee. 

This is a position that works collaboratively across departments to gather program data, develop and write compelling proposals, track outcomes that demonstrate the Children’s Cabinet’s impact. This role requires strong writing skills, attention to detail, project management, and the ability to manage multiple deadlines while working in a fast-paced environment. The ideal candidate is both strategic and highly organized, with experience supporting grant development from prospecting through post-award reporting, compliance with grant provisions and the timely completion of reporting requirements for all grant programs. The position will facilitate child-focused grant seeking and grant writing across departments. The individual should have skills in coaching colleagues in proposal development, outcomes tracking and the ability to direct projects led by staff over whom they may not have supervisory authority. This position coordinates with city departments and community entities to ensure that the City effectively competes for and secures federal, state and philanthropic funding to address strategic needs in the City. 

EXAMPLES OF WORK

Adopting a Cradle to Career approach on behalf of the city, this position will convene a cross-sector working group of internal and external key stakeholders representing child health, safety, education and social wellbeing with measurable outcomes and annual targets; Develop a strategic plan to child wellbeing that can be influenced by the Mayor’s Office and key stakeholders on the Children’s Cabinet; Serves as the Mayor’s principal advisor on child and family welfare initiatives; Facilitate training of the Children’s Cabinet members on issues impacting child wellbeing; Support strategic funding recommendations based on priorities of the Children’s Cabinet; Develop and implement administrative procedures and controls for grant application process: 

-Manage a comprehensive grant research, development, coordination and evaluation process that results in new federal, state and private funding for the city. 
-Coordinate funding opportunities with key nonprofit agencies serving the City to determine the most appropriate applicant to ensure that additional federal, state and federal dollars are secured for the City based on documented priorities without duplicating funding efforts.
-Maintain a central database of grant opportunities and applications submitted and provide regular reporting on grant activity and progress to the Mayor or his or her designee. 
-Coordinate and draft grant proposals, letters of inquire, applications, and supporting materials.
-Ensure proposals are accurate, compelling, and submitted on time. 
-Maintain a pipeline of prospective funding opportunities and grant calendars. 
-Develop government grant proposals, including narrative development, coordination of required materials from departments or community partners, and adherence to submission requirements. 

Collect program outcomes, financial data, and impact stories and develop reports for Children’s Cabinet;Support post-award compliance requirements, including grant file management and reporting and ensure timely completion of grant reports; Support stewardship of funder relationships through timely communication and reporting; Assist with funder or subject matter expert site visits, meetings, and follow-up;  Partner across departments to improve grant readiness, documentation, and data collection processes; Provide technical assistance and training to departments in grant writing, preparation, and management; Facilitate interdepartmental coordination and communication on family- and child-focused grant projects to ensure that grants are processed and administered in a timely manner and according to grant requirements.



REQUIRED KNOWLEDGES SKILLS AND ABILITIES

Working knowledge of early childhood education infrastructure in Connecticut, child development and policy issues pertaining to place-based community and economic development; Ability to apply theoretical models of change to address health and social determinants among children exposed to Adverse Childhood Experiences (ACEs); Exceptional attention to detail and strong organizational skills, particularly in managing multi-sector groups, multiple grants, deadlines, evaluation metrics and reporting requirements; Excellent written communication skills with the ability to develop clear, compelling, and accurate grant proposals and reports; Strong project management skills with the ability to coordinate across departments and keep multiple priorities on track; Ability to work well under pressure, handle multiple projects simultaneously, and meet strict deadlines; Experience with grant databases, donor CRM systems, and online project management platforms is preferred;  Skill in program evaluation, including the development of process metrics and key indicators of success to benchmark the impact of the Children’s Cabinet; Knowledge of local nonprofit funding processes, including foundations, corporate giving, and government grants; Computer proficiency in Microsoft Office Suite applications such as Word, Excel, PowerPoint and other Microsoft 365 tools such as Teams, Forms, and Power Automate. Experience with website management a plus; Willingness to follow the chain of command, take direction and work independently; 
Grant writing experience: 

-Successful track record in obtaining federal, state and private grant funding.
-Demonstrated ability to develop successful relationships with local, state and federal grantor agencies.
-Demonstrated ability to cultivate successful relationships within an organization, initiate and coordinate internal meetings, and oversee grant compliance and reporting requirements.
-Ability to organize, analyze and interpret complex technical information related to grants and funding.
-Excellent management, interpersonal, organizational and communications skills
-Excellent writing, editing and communication skills.
-Ability to manage and prioritize multiple projects with conflicting deadlines.

REQUIRED EXPERIENCE AND TRAINING

Bachelor’s degree in Education, Child Development, Social Work, a health science, public health, communications, management or related field from an accredited university. Master’s degree preferred. Professional experience in a school district, public agency or non-profit organization with at least two (2) years of governmental grants experience. Preferred 5 years of experience in grant research, writing, grant coordination, fundraising, nonprofit development, and/or related field.

Must have a reliable vehicle to get to and from work, events, and off-site appointments.

Ability to engage with residents from diverse cultural backgrounds. Bilingual encouraged.

Ability to analyze demographic, educational, and health data to inform program decision.
