Introduction

The City of Waterbury is seeking a full-time Staff Attorney to work in the Office of the Corporation Counsel under the direction of the Corporation Counsel.  

The ideal candidate will have litigation and trial experience;

GENERAL STATEMENT OF DUTIES

This professional legal work of diversified nature performed by an attorney at law in the Corporation Counsel’s office. 

An employee in this class receives general administrative direction from the Corporation Counsel or the Assistant Corporation Counsel. However, as a practical matter, the attorney must and does operate independently, as a professional advocate in the pursuit of the legal endeavors affecting the interests of the City.

EXAMPLES OF WORK

(Illustrative only)

Advising and representing a municipality and its departments, boards, and commissions,
and appearing before boards and commissions as requested.

Preparing matters for trial, including depositions of fact and expert witnesses and
preparing dispositive motions and motions in limine.

Trying cases and appearing at hearings and other proceedings before courts, boards and
commissions, and administrative agencies.

Conducting research and preparing sound legal opinions in accordance with applicable
statutes and case law and the City’s Charter, regulations, codes, ordinances, and policies.

Performing other duties as assigned.

REQUIRED KNOWLEDGES SKILLS AND ABILITIES

Considerable knowledge of the legal practice and procedures in Connecticut and federal courts and administrative agencies; 

Considerable knowledge of common, statutory and local laws and ordinances, established precedents and the source of legal reference; 

Considerable knowledge of the principles, practices, methods and procedures of legal research and investigation; 

Considerable knowledge of municipal laws and municipal functions and departments; 

Considerable knowledge of settlement value of negligence claims; 

Considerable skill in judicial procedures and rules of evidence; 

Institutes, delegates and supervises the investigation of all elements vital to the preparation and presentation of all legal matters affecting the City, including supervision of office personnel and all others participating in the presentation of the issues before a tribunal including witnesses and the preparation of documentary and other evidence; 

Ability to establish and maintain effective working relationships with officials and employees of the jurisdiction, court officials and with the general public.

Ability to manage and conduct all phases of litigation and administrative proceedings.

Ability to communicate clearly and concisely, verbally and in writing.

Excellent attention to detail and organizational skills.

REQUIRED EXPERIENCE AND TRAINING

Five (5) years experience as a practicing attorney, two (2) years demonstrated experience in representing the interests of a municipality, one (1) year trial experience before Connecticut Courts and administrative agencies of the State of Connecticut.

ADDITIONAL REQUIREMENT

Juris Doctorate from an accredited law school, member in good standing of the Connecticut Bar.

Admitted to practice in the Courts of the State of Connecticut.

A minimum of two year's experience, including experience trying cases in Superior Court or District Court is preferred.
